**JOB TITLE**: Manager, Design
**REPORTS TO**: Director, Facilities Construction and Improvement
**DEFINITION**: Plans, directs, manages, and coordinates the activities of the Design group which consists of professional and technical employees that manage the engineering and architectural design for complex school facility capital improvement projects. Assists the Director in the development and implementation of the annual capital budget as it relates to these school facility capital improvement projects. Supervises, directs the work of, provides technical leadership to, and evaluates the design team of engineers, architects, project managers, and other office staff.
**EXAMPLES OF DUTIES**:
- Represents the Office of Facilities Construction and Improvement at Board of Education meetings, project related community meetings, staff meetings, and other public meetings as needed.
- Assists the Manager, Planning with the development and maintenance of all standard contracts for design consultants and contractors. Assists the Director in the preparation, maintenance, and evaluation of all office standards, specifications, educational specifications, design standards, standard operating procedures, and processes.
- Supervises the process for the selection of project consultants. Evaluates and interviews potential consultants for architectural/engineering services. Administers the consultant selection committees and negotiates the proposal with the selected consultants.
- Provides final level review and approval for executing design change orders and consultant invoices during the design phase.
- Assists the Director with the regular reconciliation of the capital financial accounts.
- Oversees the staff assignment of the design team to provide project management for facility capital improvement projects from preliminary design phase through bid phase. In consultation with the Senior Supervisor, Design, oversees the project scope identification, development of individual project estimates, and provides program requirements in current and future budget capital projects.
- Manages the supervision of the design, review, and approval of complex school facility capital improvement projects. Manages the supervision of the design teams that will review design documents for compliance with the educational specifications, applicable codes, technical integrity, policies, procedures, and standards as set forth by the Board of Education of Baltimore County.
- Provides advice and guidance to the senior supervisor regarding adherence to contract documents, schedules, costs, and interpretation of codes, and regulations. Supervises the preparation of contractual documents and specifications for competitive bidding.
- Works closely with the Director to prepare, maintain, and evaluate office compliance, procedures, and processes. Provides advice and guidance to management and staff regarding engineering and capital improvement matters. Assists the other managers in the review of contracts for adherence to contract documents, schedules, and costs. Works with others to improve production and quality of product.
- Provides advice and guidance to the Director of the Office of Facilities Construction and Improvement regarding contracts, contract interpretation, construction documents, and claims related to ongoing projects. Coordinates design services for other departments within Baltimore County Public Schools. Provides advice and guidance to management and staff regarding engineering and capital improvement matters.
- Assists the coordination efforts of various Baltimore County Public School divisions, including the Office of Law, the Manager Planning, and the Manager Construction, as they relate to capital projects; maintains files of project documents through the design phase. Provides assistance in resolving issues which affect the interests of Baltimore County Public Schools during the planning and construction phases of the facility improvement projects.
- Travels to and inspects construction sites, offices, and schools throughout Baltimore County, as needed.
- Works with County, State, and Federal agencies, including the Interagency Committee on Public School Construction and the Department of General Services. Provides direction to the senior supervisor regarding collaboration with consulting engineers, architects, and others to investigate and resolve engineering and construction matters.

**MINIMUM QUALIFICATIONS**:
Education, Training and Experience:
- Graduation from an accredited college or university with a bachelor’s degree in engineering or architecture.
- Ten years of progressively responsible experience in the field of engineering/architecture and project
