**Duties**:
**ABOUT THE **POSITION**

Responsible for performing a variety of complex services, including data collection, compilation, and analysis relative to the formulation of national policies for victim services programs, including programs to address family violence, domestic violence and dating violence. Maintain primary responsibility for initiating and developing national policies which govern the administration and federal funding of the Family Violence Prevention and Services Act grant programs.

Review legislative proposal enactments and court decisions related to victim services to assure the development and revision of policy to implement such provisions. Direct the development of legislative proposals for family violence, and domestic and dating violence programs. Review of a variety of reports and audits to identify program policy implications and changes that are necessary. Provide authoritative advice, consultation, and policy direction in making decisions on highly complex issues affecting the domestic and dating violence and victim services programs.

**Qualifications**:
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.- **Fundamental Competencies**:Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.
- **Executive Core Qualifications (ECQs)**:

- **Mandatory Technical Qualifications (MTQs)**

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role.
- **1. **Demonstrated experience in planning and directing the work of an Office, with the primary responsibility of initiating and developing national policies which govern the administration and Federal funding of the Family Violence Prevention and Services Act grant programs.
- **2. **Demonstrated expertise in providing authoritative advice, consultation, and policy direction on complex issues impacting domestic and dating violence and victim services programs. Strong ability to develop and recommend policies that influence domestic violence initiatives by coordinating with various business partners and service providers. Experience providing expert leadership and guidance on major policy issues affecting Federal, State, and local programs supporting survivors of domestic violence.
- **3. **Demonstrated experience in Supervising the maintenance, compilation, analysis, and display of program data related to the violence prevention and services programs, ultimately leading to continue program improvement.
