The Deputy Director for the Office of Thriving Families provides leadership, directions, and plans, oversees, implements, and coordinates prevention focused and community-based programs that form the services of the child welfare and child and family well-being system to include but not limited to, Families First DC, Federal Family First Prevention Model, Thriving Families Safer Children Initiative, Community Services, the Evaluation and Data Division, Mayor’s Services Liaisons Office, Kinship Navigator Programs (Grandparents Caregiver Program and Close Relative Caregiver Program), Community Engage and Connect Unit the 211 Warmline and other community-based initiatives and programs.

**Duties and Responsibilities**

The Deputy Director duties and responsibilities include:

- Oversees, directs, plans, and monitors community-based prevention services provided by private community partners. Coordinates the delivery of quality, family-centered, and culturally appropriate services that are closely linked to community and neighborhood-based supports.
- Provides strategic and operational planning for the expansion of partnerships with public and private resources to increase community-based resources available to children and families to prevent and decrease the need to place children in out-of-home care.
- Oversees Families First DC which encompasses the Family Success Centers operational and service delivery model for specific underserved neighborhoods within the District of Columbia. Provides operational oversight to the Federal Family First Prevention Model to optimize Title IV-E federal claiming and reimbursement of evidence-based programming for under-served communities.
- Oversees the Thriving Families Safer Children Initiative with the goal of designing the Districts community response for the child and family well-being system. Oversees the Community Services that include housing supports and concrete need of vulnerable children and families, and the Evaluation and Data Division that provides qualitative and quantitative analysis in support of ensuring effective family preservation resources are identified and offered through District and community-based networks.
- Oversees community-based case practice with primary focus on ensuring family preservation. Participates as a member of the Executive Leadership Team; identifies priorities for policy development, recommends policy revisions, and provides expert input to policy development process.
- Participates in agency-wide strategic planning and decision-making. Develops and proposes new strategies and programs which are designed to improve the services provided by private agencies and the outcomes achieved by the Agency.
- Oversee the Kinship Navigator Programs to include the Grandparent Caregiver Program and the Close Relative Caregiver Program.
- Monitors the Division’s functions for accountability at all levels of the operations to ensure that the highest possible standard of service quality and performance outcomes is met. Develops and implements strategies to support team-building and effective service delivery among Community Services staff.
- Performs other related duties as assigned.

**Qualifications and Education**

Master’s degree in Public Administration (MPA), Business Administration (MBA), Master of Public Health, or other related field of discipline is highly preferred.
- Ten (10) years of demonstrated leadership experience overseeing and integrating the functions of multiple programs and/or administrations into a cohesive operational programs is highly preferred.
- Demonstrated comprehensive knowledge of current management concepts and best practices to effectively oversee and direct program operations in concert with child welfare agency goals and objectives including practice improvement and technical assistance strategies.
- Demonstrated advanced comprehensive knowledge of child welfare programs and the interrelationships among such programs to perform analysis in an agency setting by developing and evaluating the effectiveness of new or modified program objectives and operations.
- Demonstrated advanced comprehensive understanding of the delivery of community-based child welfare services and experience working with the private sector partners to deliver child welfare services.
- Demonstrated advanced comprehensive understanding of local resources; demonstrated knowledge of best practices in social work nationwide.
- Demonstrated comprehensive knowledge of the structure, functions, mission and objectives related to the program operations of CFSA or other child welfare agency, to perform and plan work consistent with established Office of Thriving Families (OTF) goals and objectives.
- Comprehensive knowledge of CFSA or other child welfare agency policies and procedures and the Federal and District legislation and regulations that govern and affect child welfare resources and placement services and programs.
