Anti-human Trafficking Manager

**Essential Function**
The Anti-Human Trafficking (AHT) Manager supports social service programs across the New Jersey division with special attention to implementing and maintaining Anti-Human Trafficking initiatives under the supervision of the Sr. Director of Community Engagement. The AHT Manager maintains the integrity of the Human Services department by ensuring that at-risk individuals and families receive human services following Salvation Army standards of service, that the programs are relevant to the community's needs, and that they are offered per the highest standards of quality service at all New Jersey locations.
**Duties and Responsibilities**

- In collaboration with the Corps, develop and implement victim services programs to meet the needs of trafficked persons or populations at high risk for trafficking, including outreach, emergency response, case management, and drop-in centers.
- Model and promote a trauma-informed, person-centered approach across the Corps human services program, including feeding, emergency assistance, and case management.
- Research and expand Anti-Human Trafficking efforts to undocumented immigrants, refugees, and asylum seekers in conjunction with the Corps’ social service programs.
- Maintain accurate, confidential, and updated case records following The Salvation Army record-keeping policies and procedures.
- Cultivate collaborations with local anti-human trafficking service providers to enhance programs and services.
- Maintain and regularly update a roster of resources to share with the Corps.
- Create and maintain bi-monthly reports on AHT progress and status for the Sr. Director of Community Engagement.
- Research, recommend, and implement best practices to maximize program effectiveness.
- Monitor performance measurements and program delivery to ensure quality services as the program expands.
- Ensure accurate and timely submission of records, reports, and statistics for all regional Anti-Human Trafficking activity.
- Assume responsibility to plan, conduct, and participate in other social service workshops and staff training events at the Territorial, Divisional, or local level, as requested or assigned.
- Collaborate with the Development department to research and write program support and continuance grants.
- Collaborate with the Department of Children and Family Services, local police units, and other anti-human trafficking service agencies to develop a care and follow-up plan for victims of trafficking.
- Organize at least one human trafficking public awareness event per year.
- Serve as primary representative on statewide anti-trafficking commissions and committees.
- Attend local, state, and national conferences as requested.
- Support the other departments within the Community Engagement section as requested, with particular attention to general social services and Pathway of Hope efforts.
- Assist with the creation/editing of social service job descriptions, applicant screening, and interview support as requested.
- Periodically conduct audits and program reviews of the social services programs at each Corps per THQ policies and procedures.
- Attend and participate in regular staff meetings, training, and individual supervision meetings as required.
- Assist with the upkeep of the “Divisional Programs and Personnel” document.
- Other duties within the scope of the role as assigned by supervisors.
**Key Performance Indicators (KPIs) for First Year**
The position will be re-evaluated after one year. It is expected that the following goals will be reached at or before the one-year mark:
- Field training: 75% of the Corps will receive an AHT 101 training or Trauma Informed Care Training in person at the Corps location.
- Organize Know Your Rights seminars for Soup Kitchens and related programs at all Corps with these programs.
- Organize and participate in quarterly outreach events (4 events completed in one year).
- One Drop-In Center will be launched within one year.
- Integrate “risk factor indicator” questions into the general social services intake system. Track statistics on the number of risk factors present in general social service programs at the end of one year.
- Create a formal process to connect HT victims to case management programs.
- Obtain VIISTA certification within one year.
- Create a resource guide and training for working with document-insecure individuals and share it with all Corps/Service Units within one year.
