**OCP is currently seeking to hire Supervisory Contract Specialist (Manager) to partner with DC’s Department of Public Works (DPW)** providing supervision and leadership to a multi-disciplinary procurement team with cradle-to-grave procurement actions for a wide range of construction projects, goods, and services. The incumbent is fully proficient in public contracting and procurement as the Supervisory Contract Specialist and able to provide strategic consultation and supervision of the assigned to support the **Department of Public Works portfolio.** The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible. DPW's Solid Waste Management Administration performs several daily operations including trash and recycling collection, sanitation education and enforcement, graffiti removal, public litter can service, fall leaf collection, and street and alley cleaning. DPW's Fleet Management Administration supports municipal operations by procuring, fueling and maintaining thousands of District government vehicles, from sedans to heavy equipment. Fleet Management also is responsible for purchasing environmentally friendly, alternative-fuel vehicles (AFV) for the city. Directs the development, coordination, facilitation, management, and planning of the annual acquisition of goods and services through contracts, and procurement.

**Duties and Responsibilities**

The Supervisory Contract Specialist will manage and supervise a team of Contract Specialists and direct the development, coordination, facilitation, management, and planning of the annual acquisition of goods and services through contracts and procurement. In addition, the incumbent advises the Director of OCP and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions, including assisting the CCO with the development, preparation, and administration of the annual budget for the office. Specifically, the incumbent of this position will perform the following:
Plans acquisitions and determines acquisition strategies; Conducts analyses of requirements; Coordinates and advises senior level program office personnel on the submission of procurement documents such as specifications and statements of work, in-house cost estimates, Government versus contractor performance analyses, Justifications for Other than Full and Open Competition (JOFOC); and Coordinates and participates in the rewriting of statements of work and specifications.

Develops individual procurement strategies and prepares solicitations; Determines methods of acquisition, contract types and creates the Request for Proposal/Quotations or invitation for bids; Prepares, obtains reviews and approvals for, and issues procurement plans, wage determination requests, all other pre-solicitation and solicitation documents; Issues and publicizes solicitations; Conducts industry briefings, site visits and pre-proposal conferences; and Responds to inquiries relating to acquisitions; and controls the distribution of solicitations to eligible offerors.
