- **ESSENTIAL DUTIES**:
**Strategy & Planning**
- Analyze and assess existing business systems and procedures.
- Assist in the definition, development, and documentation of software’s business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.
- Assist in defining software development project plans, including scoping, scheduling, and implementation.
- Research, identify, analyze, and fulfill the requirements of all internal and external program users.
- **Operational Management**
- Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software platforms (both internal and third-party).
- Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, general debugging, and auditing purposes.
- Perform analytics and create reports for management and/or team members of other departments as directed.
- Develop and maintain user manuals and guidelines.
- Train end users to operate new or modified programs.
- Install software products for end users as required.
- Manage and/or provide guidance to junior team members.

- **WORK CONDITIONS**:

- On-call availability is required for 24/7 operation.
- Sitting for extended periods of time.
- Dexterity of hands and fingers to operate a computer keyboard/mouse and to handle other computer components.
- Must be able to obtain and maintain State/Tribal License (including extensive background check).
- **EDUCATION AND/OR EXPERIENCE**:
**Formal Education & Certification**
- University degree in the field of computer science, computer programming, or software engineering and a minimum of 5 years of related work experience.
- Certifications from industry leaders Microsoft, Oracle, ISC, CIW, IEEE, Scrum Alliance, or PMI is preferred.
- **Knowledge & Experience**
- Minimum 5 years of direct experience in software development and/or programming design and systems management.
- Proficiency in a variety of programming languages and software development tools, including C#, Visual Basic.Net, Crystal Reports, Access, Excel, and WCF Web Services.
- Excellent understanding of coding methods and best practices.
- Extensive relational database and operating systems experience with SQL, SRSS, and Windows Server
- Prior experience interviewing end-users for insight on functionality, interface, problems, and/or usability issues.
- Hands-on experience developing test cases and test plans.
- Strong knowledge of system and software quality assurance best practices and methodologies.
- Strong knowledge of data models, structures, theories, principles, and practices.
- Knowledge of database design and file management techniques.
- **INDIAN PREFERENCE**:

- Preference will be given to qualified applicants who are members of federally recognized Indian tribes.
