**Duties**:

- Serves as the alter ego to the Director sharing in the overall program management, leadership, and decision-making activities by collaborating with top and key MSHA managers and senior technical specialists to review, evaluate, and formulate recommendations and/or solutions to programmatic issues, to exchange information, and to participate in joint program planning.
- Has full supervisory authority including, evaluating work performance of subordinate managers; developing performance standards; giving advice, counsel, or instruction to employees on both work and administrative matters; making decisions on work problems presented by subordinate managers; making or approving selections for subordinate positions; hearing and resolving group grievances or serious employee complaints; reviewing and approving serious disciplinary actions (e.g., suspensions) involving subordinates; approving expenses comparable to extensive overtime, and employee travel; making decisions on non-routine, costly, or controversial training needs and training requests related to subordinates.
- Involved in the development of national programs and based upon technical expertise and comprehensive knowledge of the hazards associated with mining, recommends additions, changes, and deletions to these programs during the development stages to ensure that the most effective means and measures for improving working conditions and practices in mines are reflected in those programs.
- Responsible for analyzing and evaluating reports on education and training policies and methods followed by other agencies and organizations, both on a national and international level, to ensure that MSHA's field education and training specialists are kept apprised of the latest technologies, methodologies and studies that may impact on the development of mandatory health and safety training in the mining industry.
- Analyzes and disseminates complex technical safety and health-related education and training information to top MSHA officials and field entities, mine operators, labor, manufacturers, state inspection agencies, other Federal agencies, the public, etc.
- Represents the Director with full authority to speak for the Director in contacts within and outside MSHA on matters which are essential to office operations and activities.

**Qualifications**:

- Specialized Experience for the Deputy Director, GS-15 is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
- Qualifying specialized experience for GS-15 includes: One full year (52 weeks) of specialized experience equivalent to at least the next lower level (GS-14) of Federal service in at least three of the following:
- Examples of Creditable Experience include **ALL **of the following:

- Evaluating the content of new or modified legislation to determine its impact on programs and resources.
- Formulating and implementing objectives, priorities, and plans consistent with the long
- term interests of the organization.
- Managing and resolving conflicts and disagreements.
- Reviewing technical writing of regulations, polices, analytical reports and issue papers.
- Prepare data intensive reports that may include conclusions and recommendations to decision-makers.
