**Minimum Qualifications**

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
**Training Specialist level requirements:

- Training Specialist Trainee 1 (equated to SG-13): A bachelor's or higher degree.
- Training Specialist Trainee 2 (equated to SG-14): A bachelor's degree and one year of professional experience*.
- Training Specialist 1, SG-18: A bachelor's degree and two years of professional experience*.
- Required professional experience: developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission, including the care and treatment of vulnerable persons in the care and/or custody of the State.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Training Specialist 1, SG-18.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, 52.6 of the Civil Service Law.
Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 11. To be considered, you must provide a copy of your letter of eligibility with your response.

**Duties Description**

The incumbent will report to the agency's Workforce Development Office. Duties include but are not limited to:

- Assess training and development needs by observing agency staff and assisting in identifying and investigating continuous improvement opportunities.
- Maintain employee attendance records for all training courses, issuing certificates and updating the Statewide Learning Management System (SLMS). The Training Specialist 1s will be trained as SLMS Administrators.
- Prepare proposals for training programs utilizing funds provided by the Agency Training Partnerships and OER.
- Present training courses developed both in-house or through the Agency Training Partnerships and OER.
- Arrange training courses including scheduling classroom space.
- Evaluate and maintain data on training courses through the use of questionnaires, reports and other methods.
- Deliver training on a variety of topics to meet the needs of the agency.
- Perform other duties as assigned.

**Additional Comments**

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
