**Duties**:
**2. Manages and develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of mission, operational plans, and program/project implementation/execution.**

**4. Maintains a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate CDM, DoD, OUSD(I), and MPE/BICES priority support actions.**

- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

**Qualifications**:
**This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.**

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
- **EXPERIENCE REQUIRED**:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse structures and inter-agency cooperation on advanced concepts, principles and practices; knowledge of policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers; and knowledge of the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. **Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.**

- 3. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
- 4. Expert level knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse DoD support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations.
- 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
