Brenham, United States Brenham Housing Authority Full time

I. JOB PURPOSE

Primary Manager for the assigned Programs. Responsible for the regulatory/statutory/policy and contractual compliance of the assigned Programs. Specific duties/responsibilities include:
A. Supervision of Staff

Performance Standards:
1. Primary supervisor for assigned staff to include Program Manager(s)

2. Delegates and assigns job duties and responsibilities to subordinate staff.

3. Provides guidance, within policy or regulation, to staff to resolve questions or issues.

4. Ensures that subordinate staff performs their assigned duties effectively and efficiently.

5. Reports absences, leave, vacations and other personnel issues to Executive Director.

6. Provides periodic performance counseling and a written performance evaluation annually.

7. Ensures that subordinate staff job descriptions and assignments are maintained and updated as necessary.

8. Acts for the Executive Director when designated.

**B. Responsible for Statutory/Program Compliance**

Performance Standards:
1. Manages the assigned Programs within HUD Program statutes/guidelines, Federal Fair Housing statutes/requirements, Texas Department of Housing and Community Affairs requirements, and BHA’s Policies and Procedures.

2. Performs and ensures accuracy and timeliness of submission of HUD/LIHTC required regulatory certifications, forms, reports, and data.

3. Ensures confidentiality/security of tenant related information/documentation known by and/or in the possession of BHA personnel.

4. Performs and ensures accuracy and timeliness of rent calculations and annual and interim recertifications and rent adjustments.

5. Manages Waiting Lists for all Programs and ensures compliance with the applicable Tenant Selection Plan for the specific Programs.

6. Performs Outreach and Marketing and ensures such outreach is compliant with BHA’s Affirmative Fair Housing Marketing Plan.

8. Performs and communicates initial eligibility determination to applicant /participants, and notifies those determined ineligible of BHA’s appeal/grievance policies and procedures.

9. Ensures and coordinates with BHA Property Management staff final eligibility determination of both Section 8 and tax credit applicants prior to the offer of a unit or Voucher.

10. Ensures that determination of Program eligibility/ineligibility for applicants and Program participants is compliant with HUD/LIHTC/BHA’s policies/requirements.

11. Ensures all Inspire inspections are completed in a timely manner and provides notification and deficiency follow-up with landlords.

12. Ensures all Quality Control inspections are completed on time.

13. Ensures fair market rents, rent reasonableness, and utility allowances are accurate on an annual basis.

14. Ensures Program Administrative Plans and Admissions Plans are compliant and updated annually.

15. Coordinates with and ensures LIHTC third party management company is adhering to all terms and conditions of the LIHTC Management Contract.

16. Reports to Investor Partners for all properties

17. Reports in CMTS to TDHCA

19. Assists in the reporting requirements of the syndicator and subordinates.

**C. Financial/Accounting**

Performance Standards:
1. Responsible for maintaining assigned Program operations within budgeted line item guidelines for revenues and expenditures.

2. Assists Executive Director in formulating annual budgets for assigned Programs.

3. Ensures accurate and timely collections of assigned Program revenues.

4. Ensures accuracy and timely processing of accounts payables including rent payments to landlords for the specific Programs.

5. Establishes, collects, and ensures tenant repayment agreements adhere to BHA/HUD policy guidelines.

6. Ensures compliance with BHA financial policies and external regulations.

**D. Customer/Resident Service**

Performance Standards:
1. Ensures and maintains a high level of customer service to applicants, residents, landlords, vendors, HUD Contract Administrators, and HUD through coordination of services, problem resolution, timely follow-up, professionalism, and subordinate training and guidance.

2. Main contact for and coordinates activities with PH Resident Council Board.

3. Ensures that supportive services requirements are fulfilled per LIHTC guidelines for Northview Village, L.P.

4. Ensures provision of comprehensive supportive services for Public Housing Residents.

5. Oversees operations of BHA’s Community Center and is responsible for the day to day delivery of services and rental activities at the center.

6. Maintains current knowledge of HUD resident participation guidelines and ensures compliance including proper use of Tenant Participation Funds.

7. Ensures a clean and safe office and work area.

**E. Other Areas**

Performance Standards:
Ensures that required and needed staff training and certification is budgeted, scheduled, and completed.

Attends and provides monthly performance reports to BHA/NTA/WCHC Boards.
