The State of New Hampshire, Department of Health and Human Services, Bureau of Health Facilities Licensing and Certification has a full time vacancy for Licensing & Evaluation Coordinator.

SUMMARY:
Performs professional and specialized assessments individually and as team-leader of a multi-disciplinary team in a wide range of health facilities including, but not limited to, nursing homes, supported residential health care, residential treatment/rehabilitation, and educational health facilities licensed under RSA 15. Uses specialized knowledge and skills in evaluating the care and treatment provided to patients, investigation, analysis, evidentiary documentation, and technical assistance. Evaluates and determines compliance with applicable state and federal health and safety laws and regulations for the purpose of determining state licensure, Medicare, or Medicaid certification.

RESPONSIBILITIES:
Conducts on-site inspections; analyzes and compiles inspection data and other sources of information relative to licensed and/or certified facilities and providers to evaluate and determine compliance with applicable state and federal licensing laws, regulations, certification standards and program initiatives/plans per RSA 151.

Performs specialized assessments including review and analysis of medical, nursing and other records to assess the effectiveness of treatment regimens and medication logs to assess provider compliance with medication administration standards.

Reviews incident reports and investigates complaints and allegations of non-compliance of licensed and/or federal facilities entities and providers to identify and resolve potential health hazards or substandard conditions.

Prepares compliance and non-compliance reports for service providers based on collected evidence using principles of documentation for legal proceedings. Reviews, approves or disapproves, and monitors service providers' Licensing or Certification corrective action plans or develops directed action plans, and provides on-site professional monitoring of the service providers' ongoing compliance with applicable state and federal laws and regulations.

Provides consultation and technical assistance to providers in the public and private sector with regard to regulatory requirements and best practices within a designated program area. Provides training and works collaboratively with facilities, entities and providers to ensure they understand the rules, laws and standards and to assist them in maintaining compliance.

Represents the Department and/or Centers for Medicare and Medicaid Services at administrative hearings and courts cases. Testifies regarding the interpretation of federal and state regulations to support licensure or certification decisions.

Utilizes current department electronic data management and communication systems including but not limited to: Lotus Notes, MS Office, Automated Surveying Processing Environment (ASPEN), laptop computers and tablets.

Assists in the orientation and training of new staff. Reviews and checks their work and assists in their performance evaluations.

Provides assistance in developing and revising rules or agency policy for all licensing categories including but not limited to substance use disorders.

Performs the role of team coordinator when assigned (This assignment will not be required until the employee has successfully passed the Surveyor Minimum Qualifications Test)

**MINIMUM QUALIFICATIONS**:
Education: Bachelor's degree from a recognized college or university with major study in nursing, social work, counseling, mental health, geriatrics, substance misuse, education, related therapies or other health care related services field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' experience in nursing, social work, counseling, mental health, geriatrics, substance misuse, education, related therapies or other health care related field. Each additional year of approved work experience may be substituted for one year of required formal education.
