Steppings Stones is a transitional housing program providing transitional-age youth a safe, stable, homelike environment. Stepping Stones participants can access case management, support services, activities, and resources that teach and train life skills/executive functioning for sustainable independent living. Under the direction of the Director of TYS, the Stepping Stones Program Supervisor is responsible for direct staff supervision, day-to-day operations, tracking performance, and supporting continuous improvement related to service delivery. This includes quality assurance and compliance with the rules and regulations of community care licensing (CCL) as well as maintaining a therapeutic environment within the housing facilities. The Stepping Stones Program Supervisor must be filled by a committed individual who is a social justice-oriented, trauma-informed, and experienced leader committed to social service advancement for young adults as they transition out of system involvement. In addition, the position requires coordination with both Casa Pacifica program staff as well as with outside agencies.

They carry out the mission of Casa Pacifica as it pertains to the activities of the Development office including but not limited to administrative support, media involvement, conducting tours of the facility, and serving as a representative of Casa Pacifica at community events.

**Stepping Stones Program Supervisor Role**

**Leadership**
- Provide leadership, guidance, and oversight to the day-to-day operations, program staff, quality assurance and compliance. This includes active supervision of full time, part-time, and per-diem staff, volunteers, and community partners that work within the housing program.
- Build and establish trust amongst staff, volunteers, community partners and stakeholders.
- Foster professional working relationships and a positive environment with colleagues, participants, the community, and funding agencies.
- Attend and participate in required meetings and training.

**Supervisory**
- Ensures all staff are informed and familiar with the plan of operation, CCL regulations, agency wide and program specific policies & procedures. This includes ensuring that new CCL rules and regulations are integrated into the plan of operation and carried out.
- Facilitate routine 1:1 and team meetings ensuring communication and collaboration across shifts.
- Conduct routine performance appraisals of staff and disciplinary measures if needed.
- Coordinate and oversee staffing plans ensuring adequate coverage is maintained. This includes creating staffing schedules and arranging per-diem relief staff as needed.
- Monitor and approve time sheets and partner agency invoices prior to payment.
- Assist staff in maintaining a safe living environment and completing and/or ensuring staff complete incident reports timely when necessary.
- Coordinate and oversee staff training and continued education consistent with CCL regulations, evidence-based practices, and trauma-informed approaches.

**Program Oversight**
- Oversee program design, implementation, assessment, and performance maintains consistent with program goals and requirements, tracking key performance indicators and outcome measurements.
- Ensure compliance with all federal, state, local, agency, and other funder regulations including reporting.
- Complete all monthly, quarterly, and annual reports for timely submission as required.
- Establish and maintain relationships with county social workers, probation officers, and HSA supervisors to support effective collaboration. Act as a liaison with placement agencies and community services to ensure participants are provided with coordinated care.
- Maintain active oversight of the Stepping Stones budget and practice cost-effective measures to ensure low operating costs. This includes oversight of petty cash and ensuring houses are properly stocked with necessary supplies.
- Maintain up to date and accurate records of all program activities.
- Develop protocols to assist participants in accessing additional benefits from federal, state, and local resources.
- Support the staff in utilizing the Transition to Independence Process Model (TIP): Living Situation, Employment and Career, Educational Opportunities, Community Life Functioning and Personal Effectiveness and Wellbeing. Assist staff with using the TIP skills to support participants in becoming self-sufficient and developing life skills in the domain of life functioning that they desire to focus on.
