As a Passenger Conveyance Program Manager, you will Implement and manage the Airports Authority's passenger conveyance programs through projects and service contracts.

Passenger Conveyance Program Manager

Serves in the Airport Engineering and Facility Services Department at the Washington Dulles International Airport (IAD).

Provides broad technical supervision and management of projects, contracts, and multidisciplinary staff involved in overseeing the Passenger Conveyance Systems and equipment such as the Mobile Lounge and Plane-Mate Vehicles, Passenger Boarding Bridges, Elevators, Escalators, Moving Walks, and the Automated People Mover System.

GENERAL RESPONSIBILITIES

Serves as technical expert and advisor regarding specialized passenger conveyance systems.

Manages subordinate staff including the Aero Train Program Manager and the Passenger Conveyance Engineer.

Manages or directs service contracts and projects related to the passenger conveyance systems.

Manages and optimizes passenger conveyance system investments across the life-cycle including acquisition, operations, preventative/predictive maintenance, rehabilitation, replacement, and disposal to achieve acceptable levels of service.

Serves as a member of a program management team that establishes and manages processes and resources necessary for the development and execution of projects underthe Capital Construction Program (CCP) and Capital, Operating and Maintenance Investment Program (COMIP).

Reviews and makes recommendations on passenger conveyance systems while considering the existing condition, maintenance requirements, and total cost of ownership.

Prepares cost-benefit analysis(s) on recommended passenger conveyance systems improvements.

Develops annual passenger conveyance systems plan; describes the characteristics and conditions of assets, the level of services expected from the assets, and optimization plans.

Organizes and participates in passenger conveyance systems committee and working groups meetings.

Liaises with other Airports Authority staff, as well as planning partners or interested parties in the private and public sectors to communicate issues, solicit comments and resolve conflicts.

Conducts meetings with stakeholders to relay in-progress study findings, develop consensus on recommendations, and gain approvals for conclusions.

Ensures projects, programs and process changes are in alignment with overall Airports Authority goals and objectives, policies, and procedures, and with state and Federal regulations and guidelines.

Identifies and deconflicts project or program dependencies and critical path and identifies and resolves issues and conflicts within the project or program team.

Collaborates with other divisions and departments with passenger conveyance responsibilities such as the Equipment Maintenance Division, the Mobile Lounge Division, and Office of Engineering Departments responsible for major capital projects related to conveyance.

Performs other duties as assigned or as determined on own initiative.

QUALIFICATIONS

Seven years of progressively responsible experience managing large-scale conveyance systems, or in program management or operations of conveyance systems such as jet bridges, escalators, elevators, moving walks, or passenger trains. An equivalent combination of education and experience may be considered.

Comprehensive professional knowledge of the concepts, principles, and practices of engineering (e.g., mechanical, electrical, industrial) as well as a general knowledge of commercial-industrial project management as applied to design, layout and progress engineering for the construction, rehabilitation and repair of airport fixed and mobile equipment.

Skilled in managing and administering multiple, major projects concurrently; ensuring coordination and integration among related efforts.

Ability to analyze data and identify the needs and priorities of facilities.

Skill in problem solving to select, organize and logically process relevant information.

Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and external stakeholders.

Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.

PREFERRED QUALIFICATIONS

Specialized project management experience in the public sector and experience with large scale passenger conveyance or transportation systems.

EDUCATION

A bachelor’s degree in engineering, Engineering Technology, Architecture or Construction Management, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.
