Primate Research Center (CNPRC) is an Organized Research Unit which conducts interdisciplinary research on significant human health related problems where non-human primate is the animal model of choice. In addition to its major efforts in research, the CNPRC is also committed to its missions of teaching and service.

**Job Summary**

Reporting to the unit supervisor, the Research Administrator (RA) provides pre and post-award complex analytical and financial support and is responsible for fiscal control and reporting for a wide variety of contracts and grants for assigned Principal Investigators (PIs) in support of research at CNPRC. Duties include but not limited to proposal processing, contract and grant administration, and budget development (includes pre-award proposal initiatives), subaward execution and invoice management, management of funds post-award, and closeout activities for federal, state, local and private sponsors. The incumbent will work with assigned PIs and is involved in activities associated with forecasting, planning, and managing of research portfolios by performing the following: coordinating and developing proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award/subcontract issuance and administration.

**PHYSICAL DEMANDS**
- Position requires repeated movement and safely lifting and carrying materials weighing.
up to 25 lbs.
- Position requires working at a computer for extended periods of time.

**WORK ENVIRONMENT**
- Restricted vacation during peak workload periods. Work irregular shifts, including weekends, holidays, and evenings.
- California National Primate Research Center employees are directly or indirectly engaged in the performance of work on Federal or State contracts and grants as well as periodically come into contact with controlled substances; and are expected to abide by the UC Policy on Substance Abuse, the Federal Drug-Free Workplace Act of 1988, and the State Drug-Free Workplace Act of 1990.

**MINIMUM QUALIFICATIONS**

**Minimum Education/Experience**:

- Bachelor’s degree in business, accounting, finance, public affairs, or a related a field, or an equivalent combination of education and experience.
- 3+ years of demonstrated proposal and post award management, which includes 3+ years of complex financial analysis experience, including forecasting and strategic planning to analyze quantitative aspects of fiscal and budgetary issues and with compiling financial data and reports.
- Experience in federal, state, and private grant pre and post award management.

**Minimum Knowledge, Skills, and Abilities (KSA)**:

- Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Thorough knowledge in OMB circulars such as Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.
- Thorough knowledge and demonstrated skill in understanding and interpreting current federal, state and University regulations relating to contracts and grants administration to include Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines (OMB Circular A-21, A110, A133 and generally accepted accounting standards, and records maintenance/retention standards).

**PREFERRED QUALIFICATIONS**

**Preferred License/Certification**:

- Certified Research Administrator (CRA) or ability to obtain certification within a 12-month time period from date of appointment.

**Preferred Education/Experience**:

- Demonstrated experience to interpret policy for others and experience to provide professional level of mentoring and training development and oversee less experienced research administration analysts.
