This position is in the District of Columbia, Office of Human Rights (OHR). The mission of OHR is to investigate and settle illegal discrimination complaints in jobs, housing, public accommodations, and education by enforcing civil rights laws.

Incumbent serves as a key advisor to the Director providing technical expertise and guidance on compliance issues surrounding the processing of discrimination complaints, counseling, investigations, and the adjudication program. Delivers consultation and training services to assist managers and District senior executives in developing and carrying out EEO programs and initiatives.

**Duties and Responsibilities**

Incumbent serves as liaison with internal and external District entities including, but not limited to other state, local, Federal, private sector, and community organizations in the provision of technical expertise concerning compliance issues surrounding discrimination in employment, housing, public accommodation, and education. Develops and implements rules, policies, guidelines, and procedures to ensure consistent and timely compliance review. Develops goals and objectives to implement agency strategies regarding compliance. Develops EEO program instructions and affirmative action plans, and reviews agency's programs for effectiveness and efficiency. Disseminates new or modified EEOC and District of Columbia EEO directives and assures that existing directives are updated throughout District departments and agencies and that District agencies are in compliance with OHR's and Mayoral directives.

Incumbent studies patterns of discrimination in employment, public accommodations, and educational institutions to educate District residents, employers, community groups, and other concerned parties about the Human Rights Act and Federal anti-discrimination laws in order to prevent unlawful discrimination, and to conduct training as needed. Monitors District of Columbia agencies to ensure compliance with the laws, including Mayoral Orders, which govern the Office of Human Rights. Investigates complaints and prepares investigative compliance reports to be used by OHR to make recommendations for corrective actions. Compiles, reports, and analyzes statistical data of a large scale complaints program to evaluate District program effectiveness; to determine trends; and to identify problem areas which require intervention into internal District management practices.

**Qualifications and Education**

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

**Work Conditions/Environment**

The majority of the work is performed in an office which is adequately heated, lighted, and ventilated. Occasional trips outside the work area may be required for research duties and occasional travel to attend conferences and meetings related to the agency's regulatory function.
