**Position Overview**:
The Project Coordinator - Grants Management is responsible for the implementation, coordination and ongoing fiscal and programmatic oversight /compliance of the Ryan White Part A and Ending the HIV Epidemic (EHE) grants, including Subrecipient fiscal and programmatic monitoring and quality assurance activities.

**Duties & Responsibilities**:

- Prepare Subrecipient and vendor contracts, amendments, and purchase order requests. Ensure all contract data, including budget forms, are received from Subrecipients. Ensure contract language is current and reflects applicable Federal, State, and local laws and rules. Ensure contracts are processed in a timely manner.
- Coordinate, monitor, and oversee the payment process for Contractor Expense Reports (CER) to ensure rapid and accurate disbursement of funds. Resolve Subrecipient billing and contract issues. Diagnose and remedy any obstacles to ensure timely processing of Subrecipient and vendor payments. Monitor Subrecipient spending patterns to ensure funds are expended in a timely manner.
- Prepare contract attachments for review by the Program Manager and County Attorney's Office. Provide County Attorney with all information needed to prepare contracts. Track necessary and suggested changes to contract language throughout the year to ensure future contracts reflect such changes.
- Monitor subrecipient contracts to ensure contractual compliance and address issues related to programmatic and financial requirements.
- Oversee the development of Subrecipient monitoring protocols and ensure implementation of Quality Assurance activities to ensure Subrecipient compliance with fiscal and programmatic requirements.
- Oversee documentation of administrative costs reported by Subrecipients.
- Organize/co-facilitate biannual Subrecipient Technical Assistance (TA) meetings and other provider meetings. Prepare Technical Assistance Reference Manual for distribution to Subrecipients.
- Responsibilities include other duties as assigned, including special tasks involved in responding to an emergency event.

**Requirements**:
**Education**:

- Bachelor's degree from an accredited college/university in Business Administration, Health Care Administration, Public Health, Social Work or a closely related field.

**Experience**:

- Three (3) years paid experience in managing federal or state-funded healthcare activities in a public or non-profit setting, including preparing financial and program reports, developing Subrecipient contract objectives, and ensuring fiscal compliance with federal, state and local laws, rules and regulations
- Three (3) years paid experience in managing Subrecipient, federal or state-funded contracts
- Three (3) years paid experience in a supervisory role.

**Knowledge, Skills and Abilities**:

- Intermediate skills in Microsoft Office Suite
- Ability to function with a high level of independence and manage multiple priorities
- Knowledge of HIV/AIDS service delivery issues, sensitivity to community needs and understanding of critical funding processes
