**Pay Range**

$142,050 - $218,868 Annually

$142,050 - $182,388 Annually for the TSS.3 level

$170,430 - $218,868 Annually for the TSS.4 level

We have an opening in the Office of Classification and Export Control (OCEC) for a Deputy Export Control Officer (ECO) for Lawrence Livermore National Laboratory (LLNL). As the Deputy ECO, you will assist the ECO as a primary point of contact for internal and external inquiries regarding Export Control, and for the oversight and monitoring of export control processes to promote and facilitate compliance with both federal laws and regulations and LLNL policies and procedures. You will interact with a wide variety of professional, technical, and administrative personnel from within the Laboratory, from sponsor and subcontractor organizations, the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), the Department of Commerce (DOC), the Department of State (DOS), the Nuclear Regulatory Commission (NRC), and other governmental agencies dealing with complex and broad technical issues as they pertain to Export Control. In addition, this position assumes the risk and leadership role of LLNL’s Empowered Official, acting on behalf of LLNS, LLC on all export licensing matters relating to the Department of State. This position is in the Design Physics Division within the Strategic Deterrence Directorate.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

**In this role you will**:

- Understand and implement Export Control compliance using Export Control Management System - Internal Control Plans.
- Assist the Export Control Officer in updating internal Export Control desktop procedures.
- Initiate licenses for Commerce, Directorate Defense Trade Controls (DDTC,) Department of Energy-National Nuclear Security Agency (DOE-NNSA).
- Conduct Export Control reviews of procurements and requisitions, shipping actions, strategic partnerships, cooperative research agreements, software reviews, peer reviews and ITAR-related publication reviews.
- Analyze and interpret information to DOE, DOC, DOS, NNSA and NRC regulations to process export requests in a manner that reflects an in-depth understanding of program activities.
- Develop and implement plans to promote diversity, equity, inclusion, and accountability within the group.
- Engage NNSA headquarters to resolve (10 CFR Part 110, Part 810) (e.g. sources, byproducts, and reactor technologies)
- Perform other duties as assigned.

**In Addition, at the TSS.4 level**:

- Train Export Control Advisors and technical leads on Export Control reviews.
- Prepare and present executive presentations to senior laboratory staff.
- Provide expert guidance and oversight to LLNL senior management on a broad range of Export Controlled information under the purview of Federal regulations, DOE/NNSA regulations, and export control laws.

**Qualifications**
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor’s degree in physics, chemistry, materials science, engineering, or equivalent combination of education and related experience.
- Advanced verbal and written communication skills, problem solving, analytical, technical, organizational, and management skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.
- Advanced knowledge of U.S. Export Control regulations and export licensing policies and practices.

**Additional qualifications at the TSS.4 level**
- Strong organizational skills with extensive experience interacting effectively and at high levels with internal and external constituencies and organizations such as DOS/DDTC, DOE, NNSA, NRC, DOC/BIS, and DOT/OFAC.
- Expert knowledge of and extensive experience conducting Export Control review of statements-of-work for various Export Control actions and software reviews.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise Laboratory senior management, external sponsors, regulators, reviewers, and stakeholders.
