**Essential Functions**:

- Develops, recommends, and implements operating policies, procedures, and programs to affect the efficient and effective operations of the Facilities Maintenance Program.

- Initiates and effectively recommends for final approval by the Fleet and Facilities Division Manager and the Department Director the hiring, performance evaluations, terminations, disciplinary, and commendatory actions for assigned personnel.
- Provides training, technical guidance, and safety programs for assigned personnel.
- Performs managerial and technical work involving the maintenance and repair of County owned facilities.
- Prepares and presents the Facilities Program annual budget and ensures continued adherence to the parameters of adopted budgets.
- Communicates directly, or through subordinates, with department and division heads to keep them informed of the facilities program status; major recommended repairs and associated costs; and to receive funding approval for the anticipated repair work.
- Develops and implements preventive maintenance programs for all buildings and facilities within the County.
- Inspects equipment to determine whether it is economically feasible to rebuild/recondition or replace and recommend appropriate action.

Participates in routine audits and inspections, and ensures corrective action is initiated for deficiencies cited.

Analyzes, evaluates, and monitors the Facilities Program contract for services provided.

**Additional Duties**:
Performs other related work as required.
- In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

**Minimum Qualifications**:
Bachelor’s degree in business, Public Administration, or closely-related field. Seven (7) years of progressively responsible professional level experience in the administration, technical and management aspects of the Facilities Program.
- A comparable amount of education, training, or experience may be substituted for the minimum qualifications._

**Additional Requirements**:

- Ability to develop a formal written Quality Assurance Plan and monitor technical staff through performance standards.

Knowledge of maintenance and preventive maintenance methods for a variety of trades such as electrical systems, HVAC, and others as it relates to facilities maintenance.

Knowledge of building codes, fire protection, occupational hazards and OSHA safety regulations.

Skilled in the use of computerized facility management systems.

Ability to maintain effective relationships with employees, other departments, elected officials, and the public.

Ability to communicate effectively both orally and in writing.

Ability to communicate needs and react calmly and decisively in emergency situations.

Knowledge of and proficient in Microsoft Word, Excel, Access and PowerPoint.

Must possess and maintain a valid Florida Driver’s License.
