Introduction

Visium Resources has been asked to identify qualified candidates for this GIS Program Manager position located in Sanford, FL. This position is a contract to hire opportunity which is expected to be on-site.  The contract period will be 3-6 months prior to transition to direct hire status.

Summary

The selected GIS Program Manager will be responsible for managing the Information Services GIS team.  This position collaborates with the Solutions Delivery team, the Development team, and the Enterprise Administration team to ensure GIS Services are delivered accurately and professionally countywide.  This position has a deep understanding of GIS and provides strategic direction and vision to stakeholders.

Job Description:

  • Provides GIS guidance and support to the enterprise and external partners; demonstrates ownership of GIS-related opportunities and challenges; and leads the transition of GIS applications to next-generation environments and/or cross-functional systems.
  • Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems. Identifies client organization's strengths and weaknesses and suggested areas of improvement.
  • Leads, coordinates, and manages GIS implementations; participates in the design of new GIS analysis methodologies, applications, and strategies; and establishes and implements policies, procedures, objectives, and technologies.
  • Supervises and mentors staff, including assigning tasks, providing appropriate training, reviewing employees' work processes and products, counseling employees, reviewing time sheets, giving performance evaluations, and recommending disciplinary action; and participates in the interviewing and hiring process for new employees and promotional positions.
  • Coordinates GIS workflow, including receiving requests from user departments, prioritizing them and coordinating projects between departments and GIS staff to ensure completion of assignments.
  • Coordinates or interacts with decision makers, system owners, and end users to define business and systems goals. Recommends efficient business and operational systems and technological solutions in support of core organizational functions, business processes, and policies. 
  • Engages and builds relationships with partners in developing and implementing policies for sharing and producing data. Represents the organization in the development of interlocal agreements with partnerships and manages the collaboration of the same via the GIS user group meetings.
  • Coordinates with Information Technology staff to ensure systems are configured optimally and are properly backed up.
  • Design and maintain enterprise-scale spatial and relational databases to meet organizational needs and ensure efficient distribution of databases to users in multiple offices either through remote access to a central server or distributed across multiple servers.
  • Administers central repository of mapping data to ensure organization and maintenance of data structure and the least disruption in application availability. 
  • Builds practical geospatial solutions and workflows to support various departments within the organization.
  • Demonstrates excellent communication skills, both orally and in writing as well as analyzes and prepares technical reports and analysis documents.
  • Ensures compliance with the overall objectives of the organization's strategic plan and ensures that target dates, goals, and objectives are achieved. 
  • Prepares budgetary requests and monitors the allocated budget for the team.
  • Prepares status reports in a timely manner, makes presentations, and/or coordinates demonstrations of the organization's programming applications as necessary.

Qualified candidates would have the following:

  • Bachelor of Science Degree and five (5) years' experience in cartography or mapping, computer assisted design, geographic information systems, and/or computer database analysis required.   Additionally, at least five (3-5) years' experience managing a technical team.  A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Possesses an understanding of GIS technologies and concepts, with intimate knowledge of Esri's Enterprise GIS 10.5 or above. Must have conceptual knowledge of SQL/SDE Administration, ArcGIS Portal, ArcGIS Online, ArcGIS Field Apps, database and application design, and software development.  Must have a thorough working knowledge of ArcGIS Pro and ArcGIS Desktop.
  • Possess knowledge of current trends and practices in a variety of GIS disciplines including but not limited to Emergency Response, Utilities, & Engineering.
  • Capable of presenting new technologies and ideas to executive level clients in an oral or written format. 
  • Aptitude for managing and prioritizing tasks from multiple sources and meeting deadline while delivering quality results.  Must possess the ability to effectively interact with internal and external customers and at all levels of the organization.  
  • Must be proficient at translating the business process into technical requirements, including database, integration and functionality to vendors, management, development staff and users.  
  • Demonstrated knowledge of the development of requirements and RFP documents is necessary.
  • Must be proficient in Business English, spelling, punctuation, and arithmetic, along with modern office practices and procedures, including record keeping methods.  
  • Demonstrated knowledge of software such as MS Office, IIS, SQL Server, GIS and SharePoint.
  • The candidate must pass a background investigation. 
  • Must possess and maintain a valid Florida Drivers License.
