Director of Population Health and Managed Care

**Summary**:
The Director of the Population Health & Managed Care will also have oversight of the Refugee Health Assessment Program and will oversee all aspects of the RHAP at SDAIHC. This role is critical in ensuring that the program delivers high-quality health assessments and services tailored to the needs of the refugee population, adhering to all contractual obligations with the County of San Diego and relevant federal, state, and local regulations.
**Essential Duties and Responsibilities**:
**Program Management and Operations**:
- Oversee the daily operations of the RHAP, ensuring services are delivered efficiently and effectively.
- Ensure program compliance with all health, safety, and privacy regulations as stipulated in the contract with the County of San Diego.
- Manage the program budget, including monitoring and reporting expenditures to ensure alignment with funded objectives.
**Staff Leadership and Development**:
- Supervise program staff, providing ongoing training, performance evaluations, and professional development opportunities.
- Ensure that staff are culturally competent and capable of delivering services that meet the specific needs of the refugee
**Compliance and Quality Assurance**:
- Implement compliance protocols to meet all legal and contractual obligations.
- Conduct regular quality assurance reviews and program evaluations to measure effectiveness and identify areas for improvement.
**Stakeholder Engagement**:
- Serve as the primary liaison between SDAIHC and the County of San Diego, ensuring all reporting and communication requirements are met.
- Develop and maintain relationships with community organizations, healthcare providers, and other stakeholders to enhance program outreach and impact.
**Strategic Planning**:
- Lead strategic planning for the program, aligning with SDAIHC’s mission and the specific needs of the refugee
- Identify opportunities for program expansion or enhancement, including additional funding opportunities.
**Required Qualifications**:
- Master’s degree in public health, Healthcare Administration, Social Work, or related field.
- Minimum of five years of experience in program management, preferably in healthcare or community services.
- Demonstrated experience working with refugee or immigrant populations.
- Strong understanding of compliance requirements for health programs, especially those funded by government contracts.
- Proven leadership skills with a track record of developing effective teams.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
**Desired Qualifications**:
- Experience in managing government-funded programs.
- Knowledge of the healthcare needs of the Native American community.
- ECW EHR.
**Special Conditions of Employment**:
- Current BLS and CPR certification.
- Has a clean driving record and insurance as required by the state.
- Has reliable transportation.
