** Position Summary**

Under the direction of the Vice President of Programs, the Director of Population-Specific Programs will serve as a key member of SDWP’s leadership team, providing the oversight of program development, expansion, and alignment within the organization and across the community. The Director of Population-Specific Programs will manage a portfolio of innovative, customized programs designed to meet the career pathways and workforce development needs of population specific services for youth and adults across San Diego County & City. The Director will be responsible for the outreach, management, and growth of program participants who have increased barriers to employment or underemployment and support the organization’s development of funding from a variety of sources including Federal, State, local government, and private philanthropy, all supporting workforce development. The Director is responsible for ensuring performance forecasting, program outcomes, budget goals, compliance, programmatic expansion, continued funding, and all other related tasks related to their portfolio of programs.

**Essential Functions**
- Responsible for the creation, oversight, and attainment of workforce development program performance, goals, KPIs and case management.
- Manage and coordinate programmatic management teams, in person and remote environments.
- Lead direct and highly supportive initiatives that support senior management.
- Lead revenue maximization efforts to increase the renewable funding sources, including CalFresh E&T, Income Share Agreement, multi-year federal grants, and fee for service opportunities.
- Lead and sustain programmatic services through Reentry Works initiatives.
- Enhance, lead, and sustain programmatic services within all population’s specific programs and new initiatives with a DEIAB lens.
- Responsible for oversight, performance, and budget of WIOA Youth Subrecipient, County Foster Youth, Reentry Works Subrecipients and other Population Specific Subrecipient contracts.
- Responsible for fiduciary representation of the organization and its systems and operations.
- Entrusted responsibility of prioritizing and safeguarding the best interests and assets of the organization, its reputation, and its integrity.
- Oversee the implementation of program-specific Operations Issuances and Informational Issuances.
- Implement evidence-based programming, performance-based contracting, and the inclusion of individuals with lived experience into all program development.
- Implement and sustain the Individual Placement and Support (IPS) model for programmatic services across all Federal, County and State-funded programs.
- Ensure timely delivery of well-aligned jobseeker supportive, career, and placement services.
- Management and coordination of operational continuity resources and interdepartmental services.
- Multitask, organize, and prioritize tasks associated with multiple assigned projects.
- Create innovative customized solutions and program designs to serve job seekers.
- Collaborate with interdepartmental team members to ensure compliance and integrity of program delivery.
- Ensure reliable maintenance and dissemination of centralized knowledge-based resources that pertain to workforce development programs, policies, procedures, public system regulations, statutory requirements, and legislation.
- Develop collaborative relationships with the public, private and non-profit sectors, including government, training/education, community groups and other stakeholders, to support program development, implementation, and expansion.
- Prepare and present programmatic updates and outcomes through written materials or verbally to a variety of stakeholders including executive management, board members, elected officials, and community groups as required.
- Develop excellence in leadership, team dynamics, and interpersonal skills.
- Oversee and empower program management, and team members, to meet goals while holding them accountable to performance metrics.
- Responsible for the continuous improvement of programmatic processes of contracted activities and services.
- Expedite strategic planning and continuous improvement of programmatic and enrichment services.
- Responsible for the compliance of workforce development policy and procedures.
- Analyze and evaluate data as it relates to achieving and exceeding performance standards.
