The City of Burlington is looking for a Utility Manager to join our Wastewater and Water division of the Department of Public Works. The department of Public Works is a team of professionals who work hard every day to collect and treat wastewater from the City and surround districts to return it safely to the environment, and to supply its customers with safe reliable water to be utilized in all aspects of life.

The Utility Manager position performs supervisory, administrative, and professional work in planning, organizing, directing, and supervising the water and wastewater utilities within the Department of Public Works. Starting salary for this position is $75,275 - $81,369 annually depending on qualifications.

**ESSENTIAL DUTIES AND RESPONSIBILITIES**:

- Responsible for all the routine operations and functions of the water and wastewater utility. Serves as the Operator-In-Charge (OIC) for the wastewater utility. May also serve as the Operator-In-Charge (OIC) for the water utility.
- Ensures compliance with all local, state, and federal regulations regarding water and wastewater utility operations. This includes being responsible for ensuring accurate and timely completion of all required sampling, reporting, and other necessary submittals for compliant utility operation.
- Responsible for required storm water reporting and operational compliance.
- Plans, organizes, coordinates, supervises, and evaluates programs, plans, services, staffing, equipment and infrastructure of the water and wastewater utilities.
- Supervises water and wastewater water utility staff, determines work procedures, prepares work schedules, and expedites workflow. Issues written and oral instruction, assigns duties, and examines work for exactness, neatness, and conformance to policies and procedures. Evaluates employee performance, issues corrective action, and administers discipline in accordance with City policy when necessary.
- Trains and develops staff on water and wastewater operations, procedures, equipment, and tools. Ensures all appropriate certifications are achieved and maintained for utility staff. Encourages staff to pursue additional certification and development.
- Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
- Assists with the development of annual budgets for the water and wastewater utilities and administers adopted budget in assigned area of responsibility.
- Assists and/or Oversees water and wastewater utility projects where necessary
- Oversees the routine maintenance of utility infrastructure, ensures maintenance intervals are established and followed. Plans, coordinates, and implements utility infrastructure replacement.
- Responds to public and other inquiries relative to department policies and procedures.
- Attends Common Council Meetings as needed.
- Participates in Development Meetings where utilities may be needed.
- Supervises safety programs such as lock-out/tag-out, confined space entry, hazard communication, exposure control, personal protective equipment.

**DESIRED MINIMUM QUALIFICATIONS**:
**Education and Experience**:

- Graduation from high school education or GED equivalent is required. Graduation from a four-year college with a degree in civil engineering, construction management, Chemistry, biology, environmental science, public administration, or related field is desired.
- Required: five (5) years experience in a wastewater or water utility including two (2) years of experience in the supervision and management of a wastewater or water utility.
- Wisconsin Department of Natural Resources Advanced Wastewater Operator Certification with the following sub-classes is required:

- (A1) Suspended Growth Processes
- (A2) Attached Growth Processes
- (B) Solids Separation
- (C) Biological Solids/Sludge Handling, Processing, and Reuse
- (D) Disinfection
- (L) Laboratory
- (P) Total Phosphorus
- (SS) Sanitary Sewage Collection System
- Wisconsin Department of Natural Resources Water Operator Certification with the following subclasses is required:

- (D) Distribution
- (G) Groundwater
- Additional Wisconsin Department of Natural Resources Water Operator Certification in the following subclasses is desired.

- (Z) Zeolite Softening
