**Title**: Quality Program Manager (QPM)

**Reports To**: Director of Quality Management (DQM)

**Salary Range**: $80,000 - DOE Annual Basis

**Hours**: 1.0 FTE

**Position Summary**: The Quality Program Manager (QPM) provides support for COCCC’s

Enhance and Strengthen Primary Care Safety initiative (CalOptima), the Orange County Partners in Health (OCPH) Health Center Controlled Network (HCCN), and COCCC Quality

Management programs. This includes working with Coalition members on Quality Initiatives under the direct supervision of the DQM.

The QPM works with the DQM to plan, organize, direct and lead the work process of the Quality

Management department. Must be focused, results driven, and able to collaborate and lead others in the quest to achieve and sustain operational and clinical excellence. This position will lead and facilitate assigned team activities such as implementing and evaluating clinical quality improvement; will provide facilitation and technical assistance using (Performance and Process

Improvement) PPI methods, and provide one-on-one support to our members. The QIC will assist in facilitating the Clinical Quality Champion Meeting, Data Governance Committee, and the Medical and Dental Provider Forums and other meetings as directed.

**Responsibilities**:
1. Assist with the assessment of data quality and make recommendations for improvements.

2. Facilitate sharing of reports and reporting workflows between HCCN PHCs.

3. Assist Relevant Administrator & Integration Analysts and health centers with data validation related to quality measurement and reports during the initial Relevant integration and on an as needed basis going forward.

4. Present data to internal and external stakeholders.

5. Present findings in reports from HCIA.

6. Assist health center data analysts with challenging data problems.

7. Assist with all aspects of the Quality Initiatives including researching and developing quality information and health services summaries and updates.

8. Clinical Technical Expertise: Understands the processes of care; an expert on improvement methods and can provide technical support by helping the team determine

what to measure, assisting in design of simple, effective measurement tools, and providing guidance on collection, interpretation, and display of data.

10. Use a range of quality improvement tools and techniques (e.g. 5 Whys, Value Stream

Mapping, Failure Modes Effects Analysis, and Root Cause Analysis) to evaluate processes.

11. Synthesize information from relevant resources (e.g., electronic health records, registries, longitudinal databases, comparative and benchmark data, and published research) to demonstrate current practice and identify opportunities for improvement.

12. Experience in creating project workflow.

13. Assist in developing Survey Monkey questionnaire items.

15. Create and distribute a quarterly newsletter in collaboration (writing) with HCCN Project

Director and DQM.

16. Attend (County) Emergency Management Meetings and disseminate information throughout the Coalition membership.

17. Attend meetings and trainings as required: HRSA/BPHC, County, DHCS, CPCA,

NACHC, CalOptima, etc.

18. DQM will delegate compartmentalized tasks.

**Qualifications**:
**Education and Experience**
- Bachelor’s Degree in Public Health,Health Information Technology, Business

Administration, or equivalent technical certifications and work experience required.
- Minimum of 4-5 years work-related experience in healthcare field.
- Advanced knowledge of UDS and NCQA/HEDIS preferred.
- Has working knowledge of descriptive statistics and data visualization.
- Experience in analyzing data in a healthcare related environment desirable.
- Ability to handle complex business environment supporting multiple clients.
- Strong interpersonal skills, can work collaboratively with diverse personalities.
- Ability to express complex technical and analytical concepts to non-technical management and staff.
- Outstanding presentation, verbal, and written communication skills.
- Excellent attention to detail.
- Able to multi-task in a dynamic fast-paced environment with mínimal supervision.
- High integrity and trust-worthiness.
- Understanding of HIPAA and 42 CFR Part 2.
