Manages staff and oversees the daily operations of the City's Detention Center, Security and the City's Police Fleet Operations. Reporting to the Police Technical Services Administrator, the Detention, Security and Fleet Services Manager is a key member of the Department's Leadership Team. The Glendale Police Department is seeking an individual with a broad base of experience to lead the Department in these areas who is responsible for managing staff and overseeing the daily operations of the City's Detention Center, Security and Police Fleet Operations. The Detention, Security and Fleet Services Manager is considered to be at a rank comparable to Police Lieutenant.

The Glendale Police Department employs 444 sworn officers and 161 civilian employees. The Department is organized into three functional bureaus: the Operations Bureau, the Investigative and Administrative Services Bureau, and the Support Services Bureau. Under these bureaus are six divisions: Administrative Services, Special Operations, Criminal Investigations, Support Services, Gateway Patrol and Foothills Patrol.

**Essential Functions**:

- Manages, instructs, schedules, reviews, and evaluates the work activities of assigned staff.
- Supervises the maintenance and operations of the Police Department's vehicle fleet and staff.
- This position coordinates the services related to the facility maintenance for the Main Police Facility and Detention Center.
- Manages City of Glendale Security, including Security Staff and the management of access control system and video security systems.
- Ensures that maintenance and repair of fleet vehicles by the City of Glendale garage and outside vendors are completed thoroughly, accurately and in a timely manner.
- Reviews and analyzes data and operational procedures, making appropriate recommendations for staffing, assignments, training, and initiates appropriate action.
- Attends meetings, serves on committees, and makes presentations as needed; participates on review committees, policy committees, safety committees, or other committees.
- Ensures the safety and security of inmates, staff, visitors, vendors and residents of the City through the enforcement of proper detention policies and procedures.
- Develops, recommends, updates and implements policies and procedures for detention facility personnel and detention facility operations.
- Maintains a working knowledge of departmental policies, general orders, directives and procedures pertaining to the Detention Center, Security and Police Fleet Operations.
- Develops recommendations for changes in policies, procedures and practices of the Detention Center, Security and Fleet Operations. Analyzes processes and procedures to identify and resolve problems concerning policies, equipment and personnel.
- Develops and monitors operational budget for area of responsibility; approves expenditures.
- Coordinates operational activities with those of other divisions, City departments, or outside agencies.
- Investigates and resolves citizen complaints related to areas of responsibility.
- Oversees the preparation of reporting statistics. Oversees the security and the release of information per mandated guidelines. Manages the preparation and maintenance of records, reports and files.
- Serves as project manager on special projects in areas of responsibility.
- Assist within the Detention facility during high volume times or emergency situations.
- Work closely with Technology and CAD/RMS group for Fleet, in car video and voice communications, and Detention solutions.
- Work on special events staffing, action plans and meetings for all stadium special events.
- Performs other related duties as assigned.

**Minimum Qualifications/Special Requirements/Success Factors**:
Bachelor's degree in criminal justice, police administration, public administration, business administration, or a related field plus four years of progressively responsible public safety administrative experience including one year of supervisory experience. _Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying._
