**About the role**:
Itad is seeking to hire a Technical Advisor in Health Systems Strengthening Metrics for an upcoming anticipated USAID-funded activity titled Integrated Health Systems Strengthening (IHSS). The USAID IHSS Activity aims to support the achievement of sustainable, equitable, and resilient health systems through locally-led, evidence-driven, and context-specific approaches to HSS. With an award ceiling of $325 million and a global scope potentially covering up to 30 countries concurrently, the IHSS Activity will advance primary healthcare, accelerate progress toward universal health coverage (UHC), and improve health outcomes.

The HSS Metrics Technical Advisor will be part of a global learning team and play a key role in buy-in conversations, representing Itad on the program team. This role is responsible for contributing to core-funded global learning, knowledge management, and technical activities related to HSS metrics and HSS MERL, as well as supporting country buy-ins and building local capacity on the use of HSS metrics and broader HSS MERL approaches.

**Key Responsibilities**
- **Technical Leadership and Strategy**:

- Provide strategic direction and technical oversight for HSS metrics, ensuring alignment with global best practices and USAID standards.
- Contribute to the design and implementation of monitoring, evaluation, research, and learning (MERL) frameworks for HSS programs.
- Lead in strengthening the utilization of both standard and context specific HSS indicators and metrics, including increasing systems’ capacities to generate and utilize relevant, timely data and evidence.
- Ensure integration of complexity-aware, mixed-methods approaches in health systems performance monitoring and evaluation.
- Develop and implement evidence-based strategies for data utilization and adaptive management within HSS programs.
- **Capacity Building**:

- Enhance the capacity of government, local, and regional partners in HSS metrics and M&E.
- Develop and deliver training and resources on using context-appropriate methods and metrics.
- Support the establishment and measurement of health indicators and associated capacity building with partner governments and local organizations throughout the activity and in specific buy-ins.
- **Collaboration and Stakeholder Engagement**:

- Foster strong partnerships with local and regional partners, USAID Missions, and other key stakeholders.
- Facilitate effective knowledge exchange and collaborative learning within and across countries and regions with a focus on metrics, indicators, and evidence.
- Support mechanisms for cross-sectoral coordination and continuity of care during emergencies and protracted crises.
- **Research and Learning**:

- Lead implementation research efforts to inform HSS practices and respond to context-specific evidence needs.
- Advance global and country HSS learning agendas and support knowledge partnerships.
- Synthesize and disseminate global, regional, and local learning into tailored knowledge products for different HSS stakeholders.

**Minimum Qualifications**
- Master’s degree, or its international equivalent or higher in public health, international development, or a related field.
- At least 7 years of experience in monitoring, evaluation, research, and learning of global health programs.
- Proven experience in qualitative and quantitative research methods, including study design, survey instrument design, data analysis, and reporting.
- Experience incorporating systems practice and systems approaches into complex MERL.
- Demonstrated ability to utilize data and evidence for program adaptation and innovation.
- Strong technical understanding of HSS evidence and ability to advance HSS measurement and learning.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Proficiency in relevant IT systems or software for HSS activities.
- In-country experience implementing HSS programs in low
- and middle-income countries.
- Demonstrated success in senior-level technically-relevant positions with large and complex projects focused on applied HSS.
