**General Description Summary**:
Under general supervision of the Strategic Planning, Programming & Policy Director and with guidance from program leads, the **Program and Policy Analyst** assists in the development and administration of the region’s five-year Transportation Improvement Program (TIP). Responsibilities include processing amendments and programming in the TIP database, assisting with tracking and reporting on regional transportation revenues and expenditures, and maintaining familiarity with federal requirements related to Metropolitan Planning Organizations (MPOs) and relevant legislation related to transportation. This position supports or takes a lead role in assignments related to the Overall Work Program development, collaboration with other Arizona MPOs, and special projects. This position coordinates with PAG member agency staff, presents information to various PAG committees, and/or leads committee discussions. Work requires strong personal initiative, sound judgment, strong communication and organizational skills. This position requires working with databases, spreadsheets, and word processing and presentation software.

**Essential Duties and Responsibilities**:

- Assists and/or leads tasks related to policy matters, including tracking, and reporting on transportation-related legislation as well as state and federal policy, maintaining familiarity with federal code, regulations, and guidance for Metropolitan Planning Organizations, and other tasks as assigned.
- Assists in the development of PAG’s Transportation Improvement Program (TIP) and coordinates with program managers, senior professional staff, agency staff and officials, and consultants as needed to accomplish objectives. Supports the work of the TIP Subcommittee.
- Assists in administering and updating the PAG TIP, including working with the TIP database, supporting the annual TIP rollover process and assisting with supplemental TIP calls for projects.
- Assists and/or leads in tasks related to tracking, reporting, and forecasting transportation funding. This includes reviewing the monthly federal ledgers and assisting with multi-year planning for federal funding. This also includes updating the monthly revenues report for federal, state and RTA sources.
- Assists in tasks related to tracking and reporting expenditures, such as entering HURF reimbursements in the TIP ledger and tracking monthly ADOT reports. May assist with related RTA budget office tasks.
- Assists in developing the organization’s two-year work program known as the Overall Work Program.
- Participates in committee meetings and other public meetings, as directed, to present on TIP activities, revenue and expenditure information, and other activities of the organization. Engenders support and participation as needed.
- Presents status reports and project updates as needed to various PAG committees and represents PAG on various federal, state, and regional committees as needed.
- Coordinates with others as directed on policy, programming, and project implementation.
- Serves as project manager for contracted consultant services on an as-needed basis.
- Maintains familiarity with, reviews and prepares comments on new or existing federal, state, and local regulations, laws, policies, plans, or programs applicable to funding availability, agency work elements and/or metropolitan planning organizations.
- As assigned, may support or lead development of studies, plans or other work elements associated with the requirements of the Metropolitan Planning Organization.
- Performs other duties as assigned.

**Knowledge, Skills and Other Abilities (KSOA's)**:

- Knowledge of planning and/or economic principles and practices as well as the Arizona Statutes that authorize the establishment and operation of a Regional Transportation Authority (RTA) in Pima County are desirable.
- Ability to perform quantitative analyses, including proficiency in word processing and spreadsheets and database knowledge.
- Outstanding organization and communication skills.
- Ability to foster and maintain effective working relationships with regional and state professionals engaged in regional planning and programming.
- Skill using Microsoft Word, Excel and Microsoft PowerPoint and ability to develop informative and engaging PowerPoint presentations.

**Minimum Education and/or Experience Requirements**:

- At a minimum, requires a combination of knowledge, skills, and abilities to perform duties AND EITHER a graduate degree with one year of related experience OR an undergraduate degree with three years of related experience OR equivalent.
