This position is scheduled for salary increases as follows:

- Effective June 28, 2024 - 4.25%
- Effective June 27, 2025 - 4.00%

This recruitment will establish an open eligible list that will be used to fill current and future Staff Specialist vacancies. The eligible list established may also be used to fill position in similar and/or lower classifications thought the County of Orange.

**OFFICE OF CARE OF COORDINATION**
The County of Orange, Office of Care Coordination engages across Orange County, working with cities and community-based organizations to strengthen regional capacity and multi-city, multi-sector investments to prevent and address homelessness, coordinate public and private resources to meet the needs of those experiencing homelessness in Orange County and promote integration of services throughout the community that improve the countywide response to homelessness.

**THE OPPORTUNITY**

The CoC Staff Specialist will support the CoC Administrator in contract monitoring and administration, including but not limited to drafting scopes of work, agenda staff reports, invoice processing, and facilitating meeting with providers.

**DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES**
- **Technical Knowledge | Technical Experience**
- Analyzing, organizing and presenting data through various reporting tools.
- Knowledge and understanding of the CoC, its structure and policies and procedures.
- Providing planning, coordination and implementation processes for Point of Time Count efforts.
- Supporting administration of meetings, including agendas, coordinating with various stakeholders and providing detailed documentation of decisions made and items discussed.
- Identifying and anticipating opportunities for change to better serve the Office of Care of Coordination goals.
- Supporting contract monitoring and administration to deliver services and programming for people experiencing homelessness.
- Understanding of various local, state and/or federal regulations in relation to those experiencing homelessness.
- Proficiency utilizing Microsoft Suite and other computer related software to perform the duties above.
- Knowledge of the Brown Act and Roberts Rules of Order.

**Relationship Building | Interpersonal Skills**
- Building collaborative partnerships with private and public Agencies, Departments, Organizations, and communities.
- Working with various organizational units to meet the Office of Care Coordination goals.
- Coordinate and act as a liaison with various program level stakeholders and County agencies in relation to coordinate the delivery of services and programming for people experiencing homelessness.
- Make sound business decisions and formulate policy recommendations for achieving positive business outcomes using appropriate judgment and risk management skills.
- Perform effectively with competing priorities, under pressure of deadlines and management constraints.

**Research | Analytical Skills**
- Analyzing, evaluating, and recommending analytical tools, software, and processes to perform functions more efficiently and to implement more efficient and effective business practices
- Managing data utilizing Microsoft Excel and other tools to enter, track, validate, and analyze data

**Oral | Written Communication Skills**
- Composing reports, briefs and other such material for a wide variety of audiences.
- Preparing and presenting information to various internal and external stakeholders.
- Support the Office of Care Coordination with meeting agendas, coordinating meetings with providers and other stakeholders and providing accurate minutes to document meetings.
- Communicating effectively with all organizational levels, and the public regarding sensitive/confidential issues.
