**Agency Marketing Statement**:
The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $2 billion in state and federal funds, 6 regional offices, 3 laboratories and over 1,200 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.

**Position Overview**:
The overall responsibility of the Strategic Plan Contractor will be to assess needs and create a communications plan which will advance the mission of IDPH, elevate public health messaging, counter misinformation, and rebuild public trust in the department as part of the CDC Public Health Infrastructure grant.

**Job Responsibilities**:
1. Assess communication needs for internal staff and external stakeholders, and provide consultation on findings. Create and conduct a needs assessment.

2. Provide consultation on developing and conducting focus groups with the goal of identifying preferred and effective messaging for diverse population segments. Conduct small group focus groups and prepare analysis.

3. Identify communication strategies for reaching and engaging diverse audiences statewide in a manner that is mutually beneficial. Identify communication strategies for reaching and engaging diverse audiences statewide in a manner that is mutually beneficial.

4. Advise on a working communications plan that incorporates programmatic areas in advancing the departmental vision and mission.

5. Identify products that inform the public of programs, public health messaging, and about the role of public health. Identify social media needs across the agency.

6. Develop methodology for measuring and evaluating the overall success of the strategic plan and marketing campaigns.

**Minimum Qualifications**:

- Bachelor’s degree in communication, journalism, or related field.
- 10 years of experience in communications.
- 7 years of experience developing and implementing communications plans to fulfill organizational strategic goals.
- 5 years of experience utilizing digital content management systems.

**Preferred Qualifications**:

- Excellent written and verbal communication skills and experience creating content.
- High level of diplomacy and ability to interact with staff at all levels and work collaboratively with people of diverse skills, cultures, and backgrounds.
- Initiative to coordinate with internal and external partners and proactively communicate.
- Ability to multi-task and manage projects and deadlines.
- High level of individual initiative.
- Strong organizational and problem-solving skills, and attention to detail.

**Work Hours**: Monday-Friday 8:30am-5:00pm
