Job Summary
Under the direction of the Payroll Supervisor/Assistant Payroll Supervisor, performs the time and attendance system payroll administrative functions for the Offices Under The President (UTP) on a biweekly basis. Provides technical assistance and support with systems payroll, Work Force time and attendance systems and future enterprise resource system implementations. Provides assistance to the Payroll Supervisor/Assistant Payroll Supervisor with management of the bi-weekly payroll process, submission and preparation of the quarterly payroll taxes, W-2 process and payroll reporting. Leverages staff expertise in Payroll to develop and deliver maximum efficiency with payroll processes. Recommends technical and non-technical solutions including potential modification of existing payroll business processes, enhancement of existing payroll application systems, implementation of purchased software solutions or the development of a new payroll application system. Performs other duties as assigned.
Minimum Qualifications
- High School Diploma or General Educational Development (G.E.D.) certificate is required.
- Five (5) years of full-time work experience utilizing a payroll and time attendance applications and software system is required.
- Graduation from an accredited college or university with a Bachelor's Degree is required.
- One (1) year of full-time work experience utilizing a payroll and time attendance applications and software system is required.
- A Bachelor's Degree in Computer Science or Information Technology.
*Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
- Thorough knowledge of payroll business operations and experience utilizing payroll applications and software system.
- Excellent verbal and written communication skills including the ability to document requirements to develop policy and procedures and process flow diagrams.
- Skill utilizing Microsoft Office Suite.
- Ability to analyze and solve complex problems using a variety of techniques.
- Ability to work with a project team as well as independently under minimum supervision on multiple projects at the same time.
- Strong mathematical skills and the ability to work well under pressure with a strict attention to detail.
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.

The County has a hybrid work environment which allows employees telecommuting and flexible scheduling options.
