I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. dditional job details and special considerations

Essential Job Functions Performs moderate to advanced administrative support tasks on the enterprise RSA Archer instance including system maintenance, enhancements, support tasks.

Follows established change management guidelines to document requirements, plan implementation, obtain approval, and execute planned changes with the various lifecycle stages of the RSA Archer platform from development to production.

Works with Cybersecurity staff and leadership at all levels to identify areas for improvement, recommend solutions, and follow directions to continuously improve and maintain the platform in direct support of furthering the agency security objectives.

Monitor Archer support requests, enter needs or changes, document requirements, scope prerequisites and dependencies, and share or escalate needs with appropriate parties to ensure quality of customer support, communication, and the successful completion of support tasking. Preferred Experience with RSA Archer, or similar modular enterprise web applications.

Experience managing enterprise web applications a must.

Preferred experience following ITIL or similar change management processes.

Past experience working with a relational database web application to implement cyber security governance, risk and/or compliance frameworks, in a metric driven environment preferred.

Ability to work in a team of contributors with different degrees of experience and expertise, and with collaboration from multiple managers.

Good time management skills in the presence of competing priorities and limited resources II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements:

TERMS OF SERVICE

Services are expected to start 09/01/2024 and are expected to complete by 08/31/2025 . Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W 51st Street, Austin, TX 78751 . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE (Required)

Services are expected to start on or around September 1, 2024, and are expected to be completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1984 hours for FY25. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. WORK HOURS AND LOCATION (Required)

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 701 W. 51st Street, Austin, Texas 78751.

Position will be 3 days remote with 2 day (Mondays and Wednesdays) required to be onsite at the location listed above . Program will only accept LOCAL ONLY candidates for this position.

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
