Director of Tuition, Impartial Hearing Order Implementation Unit, OGC - 25707
Under the direction of the Senior Director of Account Management, Tuition and Reimbursements, the Director of Tuition will leverage independent initiative and judgment to ensure efficient processes for timely authorization of tuition payments mandated by impartial hearing orders. The role involves supervising tuition specialists, responding to inquiries from parents, advocates, attorneys and private schools, collecting required documentation, authorizing tuition, and processing payments in accordance with Impartial Hearing Orders. The Director will also perform related duties during the absence of the Senior Director.

Office of the Auditor General (OAG), Office of General Counsel (OGC), Impartial Hearing Office (IHO), Special Education Unit (SEU), Committees on Special Education (CSE), Borough/Citywide Offices (B/COs), Office of Related Services (ORS), Office of Pupil Transportation (OPT), Office of Student Enrollment (OSE), Officer of Student Health (OSH), Division of Financial Operations (DFO), District 75.
Create training materials around the tuition processing workflow of account management.
Assist the Senior Director in planning and implementing daily unit activities, including responding to parent, attorney/advocate, and school queries.
Monitor escalated order/decision implementation obstacles and direct action by the appropriate team lead and staff members.
Manage communication with Impartial Hearing Officers to seek clarification or additional evidence.
Arrange and attend meetings with NYCPS leadership, compile relevant information to demonstrate problem situations, and prepare proposed recommendations for resolution, ensuring compliance with NYCPS regulations, policy, and courtordered implementation.
Conduct research to determine the status of outstanding tuition claims, including cases pending settlement or appeal, to respond to leadership inquiries concerning deliverability problems and concerns raised by parents and providers.
Conduct analysis of daytoday tuition processing activities, providing leadership with essential support to reorganize, streamline, and enhance office workflows.
Review FAMIS, Contract Aid Financial System (CAFS), and other NYCPS legacy systems to identify outstanding entitlements and other required actions.
A masters degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, operations research, or a closely related field, or a Juris Doctor degree, and two years of satisfactory fulltime professional experience in budget administration, accounting economics, financial administration, or related areas, with at least 18 months in an executive, managerial, administrative, consultative, or supervisory capacity. Supervision must include staff performing professional work in the described areas.
A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience as described above, including the required 18 months of executive, managerial, administrative, consultative or supervisory experience.
Graduate education may substitute for professional experience but not for the required 18 months of managerial experience, at the rate of 15 graduate semester credits per 6 months, up to a maximum of 1 year of professional experience. Ability to supervise and coordinate staff in a public facing, customer engagement environment.
Proficiency in all Microsoft Office 365 applications.
Excellent verbal, listening, problem solving and customer engagement skills.
