Summary The Incumbent functions as the Operations Supervisor who is responsible for the total operation, maintenance, and repair of the roads and grounds of the Northport VA Medical Center (VAMC) as well as maintenance and repair of heavy equipment, and all phases of the VAMC's Signage Program for building's interior/exterior signage. Responsibilities Duties include but are not limited to: Planning: Planning comprehensive programs for; the operation, maintenance, and repair of the roads, grounds, heavy duty vehicles and equipment assigned for these purposes and the Directional Graphics Signage Program at the Medical Center. Organize and direct all assigned resources, determines operating and maintenance requirements, forecast material and man hour requirements, and establish appropriate schedules for each unit under his/her supervision. As the sole supervisor, the incumbent has primary responsibility for the significant and complex administrative segment of Operations including budgets and managerial reporting documentation as well as manpower usage. He/ she participates with the service chief/ assistant chief in initial planning of current and future work schedules, staffing needs, estimates and recommendations as to scheduling projected work. Works independently establishing priorities and work sequences and plans work assignments based on policies and operations set by higher management. He/she also constantly maintains long and short range plans for equipment repair, overhaul or replacement. This position will require a great deal of cooperation with the Fleet Coordinator to effectively arrange for vehicles to be transported off facility grounds to commercial locations or on site by grounds personnel for repair and service. Must maintain an updated snow removal plan which provides for personnel call back procedures, adequate safe parking areas and removal of snow and ice to minimize any inconvenience to patients, staff and visitors. The incumbent must be on station during all snow events regardless of the time of day, to oversee the snow removal efforts of the vendor as well as in-house staff when utilized. As a Contracting Officers Representative (COR), the incumbent works closely with the VISN contracting Office, following all regulations and laws in setting up approved contractors for all aspects of maintenance and repair, snow removal, etc. obtains bids. He/she reviews invoices and statements for accuracy, check that the work had been successfully and completely accomplished and authorizes payment accordingly. Assigned functions encompass work operations of great scope and complexity and include maintenance and repair of equipment; enters into service agreements for fuel and related services for VA owned vehicles and, but not limited to farm equipment (i.e. pay loaders, backhoes and graders) with other Federal agencies when cost and other considerations indicate a benefit to the government will result. Work Direction: The incumbent is responsible for applying the necessary supervisory skills required techniques in organizing subordinates into working units capable of performing productive work in the area of responsibility. Investigates work related problems such as excessive costs and/ or low productivity and determines causes. Implements corrective actions to resolve work problems and recommends solutions to staffing problems. The incumbent evaluates the performance and maintenance capability of each unit, in terms of available manpower and materials to determine work priorities, objectives and assignments. Develops and implements plans for operational performance improvement. The incumbent must adjust work schedule to meet on-going operational workload demands. Inspects areas for work compliance and utilized employee skills to accomplish work in the most efficient manner. Administration: The incumbent is responsible for a full range of administrative duties including funds control, recordkeeping and supervisory personnel practices. Is responsible for the administrative aspects of running Operations including preparing recurring and non-recurring reports as requested by upper management, the VISN, VACO, etc. Maintains daily logs of time and attendance. The incumbent is responsible for controlling all fund expenditures from the control points assigned to each section. The incumbent is responsible for the preparation and submittal of time and attendance records for each employee, labor job time cards and annual performance prating plans for each employee. The incumbent performs all supervisory functions including employee selections, promotions, grievances, disciplinary actions and annual performance ratings, coordinating with upper management.
