Deputy Chief Operating Officer Shared Services Location: Natural Resources Building Olympia, WA Salary: $12,560 $14,650 Monthly (range up to $15,421 Monthly) Employment Type: Full-time, Exempt, Non-represented position Telework: Partial telework flexibility may be available and considered Overview The Department of Natural Resources (DNR) invites an executive leader to join the Executive Management team as the Deputy Chief Operating Officer Shared Services (DCOO). The DCOO will lead the Employee and Enterprise Services (EES) teams and shape the strategic direction of the agencys shared services landscape. Responsibilities Directly supervise a Senior Director who supports senior leaders across Human Resources, Legal Affairs, Enterprise Services, Workplace Culture & Development, CFO, CIO, and EP Management Office. Lead the development of the EES strategic roadmap, ensure alignment with the Commissioners vision and the agencys strategic plan, and track performance outcomes. Build the shared service model throughout the agency, standardize processes, and centralize services to create operational efficiencies. Lead organizational culture change to embrace shared services as critical infrastructure for all agency employees. Set direction for agency-wide consistency in policies, processes, and procedures governing shared service businesses. Provide the critical infrastructure and tools to meet programmatic business needs within the agency in an efficient, costeffective manner. Serve as a member of DNRs Core Team, Executive Leadership Team, and Operational Leadership Team. Act as the agency Executive Sponsor for the One Washington project, advocate for resource needs, and prioritize change management. Manage interactions with the legislature and the state budget process, review bills, participate in hearings, and prepare decision packages. Model and actively promote diversity, equity, inclusion, and belonging. Ensure compliance with state and federal laws, rules, policies, and requirements. Coordinate special project work for the Commissioner of Public Lands and the COO. Required Qualifications Strategic leadership experience, effective communication, negotiation, and advocacy skills. Experience leading large teams at governmental organizations. Experience encouraging innovative best business practices. Experience mediating issues between executive management, senior management, and operational programs/staff. Significant experience managing agency shared service operations: human resources, IT, risk management & legal services, procurement, process improvement, project management, budget and accounting practices, grants, facilities, fleet, employee engagement & training. Ability to create a positive work environment, build morale, and elicit sustained superior job performance. Proven ability to develop staff skills by coaching, mentoring, and training. Strong commitment to ethical leadership and goals of diversity, equity, inclusion, and belonging. Bachelors degree in business administration, public administration, or related field AND 11 years of experience; OR a combination of education and/or experience equivalent to 15 years. Special Requirements and Conditions of Employment Highlevel executive position may speak or act for the Commissioner on occasion. Position primarily in an office setting; occasional field interaction may occur. Travel overnight and travel to different locations within the region, state, and nation by self. Desired Qualifications Knowledge of natural resource management issues in the Pacific Northwest. Awareness of Washingtons Indian Tribes, tribal sovereignty, and treaty rights.
