Duties
As the Supervisory Attorney Advisor, Chief of TED, the incumbent directs the activities of the following Units: Access EOIR, Legal Access Programs, and Recognition & Accreditation. These units include the management of agency stakeholder relations including audio/visual products, a licensure program for non-attorneys to appear before the agency's adjudicators, the provision of information to noncitizens and select family members, and the agency's physical and virtual provision of or facilitation of representation to select populations in immigration court proceedings.
Duties include but are not limited to the following:
Serves as a legal advisor to the Deputy Assistant Director, OP and other agency leadership, providing opinions on complex legal issues surrounding stakeholder relations, contract work, and research services.Provides expertise and advice on all stakeholder matters, including production of publicly available resources to assist those with business before the agency with preparation and filing of documents.Exercises supervisory and management responsibilities of a diverse staff. Prioritizes and sets deadlines; develops and communicates work expectations; monitors and evaluates completed work and provides feedback and coaching when necessary; develops performance plans and evaluates performance; approves leave; receives and resolves complaints and grievances, and effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental and training needs of employees.Directs, coordinates, and oversees work through attorney and non-attorney supervisors to ensure the integrity of projects; that projects are within areas of specific responsibilities and completed in a timely, efficient, and effective manner.Direct research on questions/situations regarding the impact of agency policy; develops and leads implementation of engagement plans for agency staff and external parties to further support for agency operations, policies, procedures, and processes.Confers and negotiates important legal and policy questions, both routine and complex, pertaining to agency matters, reflecting subject matter expertise of delegated regulatory authority to manage the daily operations of the Recognition & Accreditation Program, Section 508 of the Rehabilitation Act, and best practices for language access.Requirements Conditions of EmploymentYou must be a U.S. Citizen or National.You must complete a background investigation, credit check, and drug test.Selective Service Registration is required, as applicable.A two-year trial period will be required.You must file a Financial Disclosure.Salary payments must be by direct deposit to a financial institution. Qualifications
In order to qualify for the Supervisory Attorney Advisor ( Chief of the Transformation and Engagement Division) position, you must meet the following minimum qualifications:
Education: Applicants must possess an LL.B. or a J.D. degree. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.)
AND

Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the month and year in which you obtained your first license and the State from which it was issued.)
ANDGS-15 Experience: Applicants must have four full years (48 months) of professional legal experience that includes the following:

Provide legal expertise and advice on all stakeholder matters, including production of publicly available resources to assist those with business before the agency with preparation and filing of documents;Recommend policies and develop procedures and regulations that implement new or amended legislation;Provide legal and technical assistance to agency leadership with written descriptive and background reports, compilations, surveys, comparisons of laws, statements of policy and other written products on issues of national or international significance, and the operational and administrative functions of the agency ANDExercise personnel management responsibility (e.g. selection, promotion, training, and evaluation) for professional and technical staff organized into specialized divisions.NOTE: Qualifying experience is calculated only after receipt of J.D. or LL.B.IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
