Duties
The Executive Office for Immigration Review (EOIR) seeks highly-qualified individuals to join our team of expert professionals in becoming a part of our challenging and rewarding Agency. The primary mission of the Executive Office for Immigration Review (EOIR) is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws. Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. EOIR consists of three adjudicatory components: The Office of the Chief Immigration Judge, which is responsible for managing the Immigration Courts where Immigration Judges adjudicate individual cases; the Board of Immigration Appeals, which primarily conducts appellate reviews of these Immigration Judge decisions; and the Office of the Chief Administrative Hearing Officer, which adjudicates immigration-related employment cases.This position is located in the Office of the Chief Immigration Judge, Executive Office for Immigration Review, U.S. Department of Justice. Incumbent serves as the Regional Deputy Chief Immigration Judge. This position enjoys the full delegated authority of the Regional Deputy to manage a variety of immigration court activities within a designated region as member of the senior management team for the Office of the Chief Immigration Judge.
Typical work assignments will include:
Directing oversight of activities of formal, quasi-judicial hearings, and proceedings conducted by Immigration Judges within a designated region.Rendering expert advice and guidance to executive and senior leadership on complex legal matters which may relate to operational decisions or precedent-setting court decisions and/or actions.Managing the analysis and evaluation of judicial decisions to determine impact on immigration judges, court policies and procedures, and/or the immigration judge program.Monitoring performance of Immigration Judges to ensure appropriate judicial behavior and temperament.Developing budget and staffing requirements keeping within the framework of budgetary limitations and guiding policies.Requirements Conditions of EmploymentYou must be a U.S. Citizen or National.You must complete a background investigation, credit check, and drug test.You must file a financial disclosure statement in accordance with the Ethics in Government Act of 1978.Selective Service Registration is required, as applicable.Salary payments must be by direct deposit to a financial institution.Applicants seeking initial career appointment to the Senior Executive Service are subject to a one-year probationary period.Executive qualifications of each new career appointee to the SES must be certified by an independent Qualifications Review Board based on criteria established by OPM.Applicants who completed a Candidate Development Program (CDP) and have ECQs certified by an OPM Qualifications Review Board must provide a copy with their application.Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Must be a current Federal Civil Service employee. Must submit a copy of your Notification of Personnel Action, Standard Form 50 (SF-50) or equivalent personnel action form reflecting you are a current Federal Civil Service employee.
In order to qualify for the Regional Deputy Chief Immigration Judge position, you must meet the following minimum qualifications:
Education: Applicants must possess an LL.B. or a J.D. degree. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.)-AND-Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the month and year in which you obtained your first license and the State from which it was issued.)-AND- Experience: Applicants must have a minimum of seven (7) years of post-bar admission legal experience including experience as a licensed attorney preparing for, participating in, and/or appealing court or administrative agency proceedings at the Federal, State or local level. Qualifying trial experience involves cases in which a complaint was filed with a court or administrative agency, or a charging document (e.g., indictment, notice of violation, or information) was issued by a court, administrative entity, a grand jury, or appropriate military authority. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.-AND-Mandatory Technical Qualifications: All applicants must submit narrative responses addressing each of the Mandatory Technical Qualifications (MTQ).

MTQ 1: Comprehensive, professional knowledge of, and experience in Immigration law and procedure, including regulatory, statutory, administrative and judicial case law or the proven ability to become fully knowledgeable about the complex field of the law and to apply that knowledge to specific cases. Temperament to serve as an immigration judge, experience handling complex legal issues and knowledge of judicial practices and procedures.MTQ 2: Executive management and legal experience in court system management involving allocation, planning and directing of human and fiscal resources, supervisions of staff, evaluation of program effectiveness and compliance with Departmental and agency fair employment initiatives. Demonstrated managerial skill to direct critical program areas, motivate and retain a productive highly trained and specialized corps of Immigration Judges, attorney advisors, and court staff.MTQ 3: Expert communication skills to direct staff, provide legal advice and guidance and to develop program and policy guidance to enhance court operations, leadership and judicial temperament to manage legal staff in varied immigration courts under challenging and sensitive conditions which may involve precedent, novel and complex foreign an domestic laws that may substantial impact individuals and foreign governments.EducationAre you using education to qualify?
