Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Deputy Regional Administrator, in the absence of the Regional Administrator, the Deputy will assume the acting Regional Administrator role and exercise full management and supervisory authority to support the overall operations of the Regional office. You will serve as a special projects officer, and provide leadership on special initiatives that require the application of advanced management, organizational, performance improvement, and relationship building skills and/or superior public health subject matter expertise.
Your major duties and responsibilities include:
Developing and coordinating systems for collecting and compiling qualitative and quantitative information and data for use in program decisions.Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of the public health program.Developing and implementing surveillance systems and practices for tracking of regional and state trends in public health, health care, and health policy.Analyzing complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services.Establish and maintain close and cooperative working relationships with agency and department management and officials, government agencies, and other institutions with related interests, in order to advance the programs and objectives of the agency.NOTE: Do not cut and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.Requirements Conditions of EmploymentU. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

Developing short- and long-range public health program goals and objectives.ANDReviewing and assessing the impact of current, proposed, or new health-related policies and regulations.Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below.
