Position Summary:

The Director of TRIO Upward Bound will provide direct oversight and supervision of all activities and collaborative efforts in accordance with the established goals and objectives of the grant project. The Director will be responsible for program marketing, student recruitment, and the application and selection procedures for the Upward Bound project. This individual will be responsible for training staff and other stakeholders using federal regulations, OMB Circulars, EDGAR, college policy and procedures. The Director will plan programming and monitor the budget in accordance with grant objectives and generate financial reports and statements. The Director will also oversee the recordkeeping system that facilitates program planning, development, and evaluation. In addition, this individual will supervise and evaluate all Upward Bound staff.

Reporting and Supervisory Relationships:

Reports to the Dean of Equity and Inclusion. Direct supervisory relationship with the Program Coordinator, Administrative Assistant and Tutors.

Essential Responsibilities:

  1. Coordinate all project programming aligned with the Upward Bound Plan of Operation (i.e., recruitment and selection of participants, outreach activities, promotional material, assessment and evaluation)
  2. Ensure that Upward Bound meets established objectives within federal guidelines.
  3. Build campus-wide awareness and understanding of TRIO Upward Bound (on a campus implementing its second TRIO project) by providing presentations and networking to establish strong working relationships with leadership, teachers, and staff in a manner that best serves participants' interests.
  4. Manages Upward Bound Program grants; and develops annual budgets.
  5. Plans, promotes, implements and coordinates program activities with the college, target school district, target community, and relevant organizations.
  6. Ensures compliance with all grants and the federal regulations.
  7. Attends the Department of Education national trainings, state conferences, regional conferences, national conferences, and local workshops.
  8. Develops and delivers training at the workshops.
  9. Provides curriculum development and instructions for all instructors, and program creations and program activities.
  10. Assists in the coordination of reports and data including annual performance reports
  11. Direct Reports: Supervises full-time and part-time employees of the Upward Bound Project.
  12. Maintain punctual attendance, electronic timekeeping as it applies to the scope of this position, and effort tracking for campus partner time commitments.
  13. Delegation of Work: Regularly assigns work to subordinate(s).
  14. Provides recommendations on hiring employees, scheduling work hours of other employees; on coaching and counseling; training, and granting time off.
  15. Directly reports to the Dean of Student Development and Campus Life.
  16. Performs other duties as assigned by the supervisor


Working Conditions/Physical Requirements:

The employee typically works indoors in an environment protected from the weather. Moderate travel may be required. Physical activities include the ability to carry appropriate recruitment materials sometimes weighing up to 40 pounds.

Minimum Qualifications:

  1. Master Degree in education, counseling, public administration, or related field from an accredited college/university.
  2. Minimum of three to five years of experience in the areas of staff supervision, budget management, program development, and evaluation; and reporting and compliance with federal regulations.
  3. Minimum of three to five years of professional experience with federal TRiO programs, academic support programs, program development, and evaluation or similar programs for disadvantaged students.
  4. Professional or personal experience in overcoming barriers similar to those facing project participants.
  5. Knowledge of and efficient use of fundamental written and spoken English.
  6. Excellent communication and interpersonal skills.
  7. A minimum of two years professional experience working with first-generation college along with those who are socially, educationally, economically deprived populations.


Preferred Qualifications:

  1. Experience with Datatel colleague
Anticipated Work Hours and Days:

Monday through Friday, normal College hours with some evening hours.

Salary:

(Min)-$53,782, (Mid) $69,910, (Max) $86,038 "PSC usually brings candidates in around the middle of the range depending on skills and experience."
