Job Description: This position is that of an LCS RAV Planner/Estimator (P&E) within Q.E.D. Systems, Incorporated. Q.E.D. accomplishes the writing of work specifications for conducting repairs, installations, and alterations to ships and craft in a maritime environment within the LCS division. All systems and equipment aboard ships and marine craft are included, except nuclear power plants. As a P&E you will be responsible for the planning/estimating of repair items and ship alterations including work definition, material identification and cost using drawings, technical documents, and NAVSEA Standard Items. You will also be responsible for correct formatting of work items and estimates in accordance with published directives. Must be experienced and knowledgeable with Hull, Mechanical, and Electrical Systems (HM&E). Reports to Planning Supervisor.

DUTIES AND RESPONSIBILITIES:
  • Duties include taking all ship's force, Alteration Installation Team (AIT), and shipyard work, including service and repair routines, modernization and preventative maintenance actions, and presenting as work requirement statements at the SWLIN and Line-Item level.
  • Planner/Estimator will produce estimates, based upon ship checks as feasible, for all solicitations assigned.
  • Thoroughly review all work notifications and applicable reference materials to ensure a complete and accurate understanding of work scope requirements.
  • Responsible for the development of properly formatted 4E specifications/work items containing all required technical information and production information for input into the Navy Maintenance Database (NMD) for subsequent review and approval by Government representatives

Job Requirements/skill sets:
  • Must be able and willing to travel both inside and outside of Continental United States. Requires travel to CLWP in Singapore for training and periodic planning reviews.
  • Must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team.
  • Must have a comprehensive and thorough knowledge of the full range of principles, concepts, and practices related to surface combatant ships repair and overhaul programs including ship modernization.
  • Must have extensive knowledge and experience in NAVSEA Standard Items (NSI), JFMM VII-4E, military and commercial specifications and standards, naval drawings, shipbuilding/ship repair practices and industrial processes.
  • Ability to read and interpret ship installation drawings, installation specifications and NAVSEA standard items.
  • Possess knowledge of Ship's Hull and Structural Systems with a well-rounded overall understanding of ship repair and modernization with respect to trade disciplines required to support work item development.
  • Thorough knowledge of NMD strongly desired.
  • Knowledge and experience of technical writing to develop detailed reports, recommendations, planning documents and correspondence concerning labor conditions, production costs, methods, process, and material costs related to the ship repair industry as well as government and local practices.
  • Ability to lift, carry, and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.
  • Physical ability to climb ladders, and transit decks on Navy vessels and the harsh environments found in shipyards and shipboard compartments.
  • Must be able to conduct Ship Checks as required/desired which may include travel, extended work hours and weekend/holiday work.
  • Must have a current and valid Driver's License.

Education Requirements:

A Bachelor of Science degree in an engineering or science field. Four years of experience in the Naval Marine Engineering field holding responsible engineering related positions, or a successful completion of Naval schools such as the Naval Academy, a Merchant Marine Academy, or Military Class "A" or "C" school will give the equivalency of the required BS degree.

Security Clearance/Naval Facility Access: U.S. citizenship required. Must be able to meet and maintain eligibility for U.S. Secret Clearance and/or be able to access military facilities, naval shipyards, and private shipyards.
