Location: Campus, Salt Lake City, UT Type of Recruitment: External Posting Pay Rate Range: 32,248 to 69,585 Close Date: 02/13/2026 Job Summary The Utah Data Coordinating Center (DCC) seeks an Identity & Access Management Specialist to lead IAM efforts across the DCC’s research infrastructure, emphasizing a national‑level data repository. Reporting to the IT Director, the role designs, implements, and maintains IAM policies and controls that protect sensitive clinical research systems and data. Responsibilities include managing account lifecycle workflows, monitoring access logs, ensuring alignment with federal cybersecurity frameworks such as NIST SP 800‑53, supporting audit readiness, providing training on secure access practices, and advancing the DCC’s overall security posture. Work Environment & Frequency Often: Office environment. Seldom: Outdoor, extreme cold/heat, noise, or other conditions. Physical requirements include continuous hand motion, hearing, listening, talking, walking, sitting, bending, and twisting; rarely repetitive foot motion, climbing, kneeling, or other demanding activities. Analyze, design, and support continuous monitoring to verify identities, validate privileges, and grant resource access rights. Contribute to overall IAM strategy, planning, and implementation. Partner with business and IT teams for technical oversight of key programs and controls. Oversee daily operational activities for queue management of access requests, including prioritization, escalation, and processing. Resolve user requests and incidents, support end‑user communication, and provide training on access management. Create process workflows for key IAM initiatives. Essential Functions Identity and Access Management Operations Administer the full lifecycle of user accounts. Implement and maintain IAM policies, roles, and access groups with least‑privilege and separation‑of‑duties principles. Configure and support multi‑factor authentication across systems and user groups. Compliance, Auditing, and Monitoring Monitor and audit access logs for anomalies. Conduct routine access reviews and role recertification campaigns. Support internal and external audits with documentation and evidence of controls. Ensure alignment with NIST SP 800‑53 and institutional policies. Security Risk Management Conduct IAM‑related risk assessments and remediate vulnerabilities. Participate in incident response related to identity misuse or authentication failures. Assist in enforcing access standards for national or federated systems. Stakeholder Support and Training Collaborate with IT, HR, research, and data management teams on IAM workflows. Provide training and onboarding for secure access practices. Contribute to IAM documentation and process guides. Continuous Improvement Stay current with trends in IAM technologies and protocols. Evaluate and recommend tools for improved scalability, automation, and monitoring. Minimum Qualifications EQUIVALENCY STATEMENT: 1 year of higher education may substitute for 1 year of directly related experience. Bachelor’s or Master’s degree with corresponding years of experience as outlined below. Identity & Access Management Specialist I: Bachelor's (or equivalency) + 2 years of experience or Master’s + 0 years. Identity & Access Management Specialist II: Bachelor's + 4 years or Master’s + 2 years. Identity & Access Management Specialist III: Bachelor's + 6 years or Master’s + 4 years. Preferences Proven track record managing identities, access rights, authentication in complex IT environments. Experience with NIST SP 800‑53 governance. Familiarity with national/federated data systems. Hands‑on experience with IAM platforms (e.g., Okta, AWS IAM, Entra ID) and protocols (SAML, OAuth, LDAP, SCIM). Proven ability to deploy and support MFA. Experience conducting access reviews and compliance monitoring. Strong communication and collaboration skills across IT, HR, and security.
