The Metropolitan Transportation Commission (MTC) seeks a dynamic, equity-minded Human Resources Director to lead its people strategy during a time of growth and transformation. Established by the California Legislature in 1970, MTC is the transportation planning, financing, and coordination agency for the nine-county San Francisco Bay Area. As one of California’s most innovative regional agencies, MTC stewards billions of dollars in transportation, housing, and infrastructure investments while advancing equity, sustainability, and resilience initiatives that shape the Bay Area’s future. With approximately 400 employees, headquartered at the Bay Area Metro Center in San Francisco, MTC operates as part of a shared staff organization with the Association of Bay Area Governments (ABAG).Reporting to the Chief Operating Officer, the Human Resources Director will lead the agency’s HR functions as a strategic partner and key driver of organizational excellence. The Director serves as the strategic advisor to the executive team and the Commission, ensuring that HR programs and people strategies align with MTC’s long-term mission of building a connected, equitable, and sustainable region.The Director will oversee all aspects of talent management, labor and employee relations, classification and compensation, workforce planning, policy modernization, and DEI initiatives. This leader will guide a collaborative team dedicated to delivering high-quality service, enhancing HR systems, and cultivating a workplace that fosters engagement, inclusion, and professional growth. The role requires a balance of strategic vision and operational execution, with a focus on modernizing HR practices and positioning MTC as an employer of choice in the Bay Area public sector.The ideal candidate is an experienced, strategic HR leader with a strong background in developing organizational people strategies and executing operational plans. They should have a proven track record of leading human resources in a complex organization, preferably within a public agency or a similarly regulated environment. A bachelor’s degree in human resources, business, public administration, or a related field is required; a master’s degree or professional HR certification is highly desirable. Candidates should possess at least six years of progressively responsible HR experience, including four or more years in a senior leadership role.The successful candidate will have extensive knowledge of employment law, compensation and benefits administration, performance management, employee and labor relations, and workforce development. They will be proficient in organizational design and change management, skilled at building high-performing teams, and experienced in advancing equity, inclusion, and belonging within an organization.The annual salary range is $230,930–$287,132, with an outstanding benefits package.
