DutiesRotational Training Coordinator will serve as a case agent assigned to the regional office with additional duties as a Training Coordinator reporting to Headquarters Operations (HQ OPS).The incumbent serves as a Training Coordinator in HQ OPS of JI with the responsibility of planning and coordinating a comprehensive training program to ensure efficiency and economy in carrying out the JI law enforcement mission.Training Coordinator: Directs and coordinates in-depth reviews and evaluations of criminal investigations training program operations. Identifies areas requiring additional or decreased OIG investigative and/or oversight attention.Reviews reports, training requests, and memoranda to ensure compliance with established quality assurance standards.Serves as the technical and programmatic OIG liaison with the Department's law enforcement bureaus for complex and sensitive oversight reviews of training related matters.Coordinates with Special Agents in Charge regarding the initiation, planning, conducting and reporting of a full range of training activities, including, but not limited to, firearms qualifications/training, defensive/control tactics, In-Service Training, Individual Elective Training, and all requests for training through the Council for Inspectors General on Integrity and Efficiency (CIGIE) and/or the Federal Law Enforcement Training Center (FLETC).Presents new and novel issues requiring an extraordinarily high degree of ingenuity and initiative. Provides direction in conducting training related to criminal investigative functions.Serves as a technical expert responsible for keeping abreast of current use of force standards and training techniques used to apprehend individuals for criminal prosecution (e.g. handcuffing, defensive tactics, and continuing legal education).Must obtain and maintain federal law enforcement certification status as a Tactics instructor and/or defensive/control tactics instructor as defined by position.Case ManagementReviews allegations to assess DOT nexus and impact, and makes recommendations to management regarding whether the allegation warrants investigative action.Develops cases for criminal, civil, and administrative investigations by gathering evidence to establish probable cause for fraud, waste, abuse, and/or other suspected violations. This includes determining and articulating the DOT nexus.Prepares investigative case plans which includes: identifying the primary nature of the allegations (criminal, civil, administrative); specifying the focus of the investigation (subject/targets); considering coordination of investigative efforts with other authorities; projecting the type of evidence that will be required; determining possible sources of information and how to obtain the required facts; and projecting the investigative steps and strategies that should be employed. Revises case plan as needed to reflect significant changes in focus or direction.Coordinates with management to determine the depth and scope of investigations.Documents the details and progress of all investigations and ensures the information is kept current and maintained in the case management system. Prepares cases for presentation to prosecutors or management officials.Provides testimony as required.WritingPrepares a variety of written products which are grammatically correct and in the correct format such as investigative summaries, periodic reports, reports of investigation, subpoenas, affidavits, memorandums of activity, surveillance reports, and interview summaries.Conducting InvestigationsDistinguishes pertinent facts from hearsay and other inadmissible or unreliable information.Develops leads through a variety of means including soliciting cooperating defendants and sources.Coordinates investigative activities with a variety of law enforcement bodies.Independently interviews and interrogates witnesses and targets of investigations. Serves subpoenas and conducts searches, seizures, and arrests.Initiates and conducts electronic or physical surveillance and/or engages in undercover operations in order to gather intelligence to either refute or substantiate allegations.Develops innovative approaches to document financial and tax fraud for financial investigations and detect fraudulent transactions in a variety of accounting, financial, and banking systems. QualificationsTo qualify at the GS-14 grade level you must have one year of specialized experience at least equivalent to the GS-13 grade level in the Federal service. Examples of specialized experience includes:Experience Instructing basic and advanced law enforcement training classes.Planning, coordinating, and executing training exercises.Experience analyzing training programs and projects.Participating in the development of law enforcement program/course materials.experience identifying and recommending solutions to accomplish organizational effectivenessConducting interviewsgathering, reviewing and discerning evidence for use in charging defendants criminallypreparing fact-based written summaries in fraud and/or safety cases, with defendants having been charged or civil fines or penalties having been levied.Securing facts and developing evidence – independent of supervisor or prosecutor directionAdditional informationApplicants must not turn 37 years of age before 30 days after the closing date of this announcement. Or, if you are age 37 through 56 you must be eligible to retire at age 57 with 20 years of covered law enforcement service. All qualified veterans preference eligibles may apply and be considered for this vacancy regardless of whether they meet the maximum age requirements identified at 5 U.S.C 3307. In most jurisdictions, you must be at least 21 years of age to carry a firearm.
