The State Department increasingly is focusing on unlocking the power of its data, implementing its Enterprise Data Strategy, and paving the way for AI capability across the agency. As a part of this data modernization, bureaus have been appointing Bureau Chief Data Officers (BCDOs).
The team that supports the newly ascendant BCDO in Bureau of Political-Military Affairs (PM) is looking for a Political-Military Data Governance and Data Literacy SME (DG-DL). The Political-Military Affairs Bureau (PM) of the Department of State maintains a research cell, called SIAF, that manages a data stack consisting of SQL Server for data storage, PowerBI and Tableau for reporting, and SharePoint for collaboration and information sharing.
We work mostly remotely – we meet in Rosslyn about twice a quarter, and at Main State (in DC) up to three times a month for classified work. Our core working hours are the best 7 hours for you, between 8:00am Eastern and 6:00pm Eastern, daily. Typically, once month, each team member works a 4-day work week to re-charge over a long weekend. During the first two weeks, while the Government is issuing a laptop, we work onsite.
The DG-DL SME will sit within the Data Governance, Strategy, & Policy workstream. This workstream supports the implementation of the Functional Bureau Strategy and the Bureau’s Data and AI Strategy and the expansion of data fluency initiatives across PM. Ultimately, the goal is to empower the global political-military workforce to understand and access their data, use strategic decision-making tools, and foster a community of self-service analytics and visual storytelling.
The DG-DL SME will support the writing of data policies aligned to PM’s Data and AI Strategy, oversee the project’s intake process with stakeholders, shepherd completed dashboard and analytic products through a stakeholder clearance process, and create data literacy and product workforce trainings. This role will function as a primary writer –responsible for deliverables of substantial scope and complexity across a variety of medium such as documents, information memos, PowerPoint presentations, and SharePoint pages.

The DG-DL SME will create client impact across a few areas:
• Write and edit bureau-level data policies for the BCDO to clear and promulgate;
• Drive structured intake processes for new project requests through requirements gathering, focus group facilitation, and stakeholder solicitation;
• Co-design and launch a semantic layer of our data and metadata stack -- a smart semantic layer is a layer of abstraction that maps complex data into familiar business terms
• Shepherd completed dashboard and analytic products through a stakeholder clearance process
• Create and evolve data literacy tool kits, explainers, a SharePoint-based knowledge hub, and communication aides around PM’s data resources and analytic tools;
• Facilitate data literacy trainings around political-military data sources, analytic concepts, and SIAF dashboard products;
• Participate in and document the proceedings of intra- and interagency data working groups to advance PM equities;
• Monitor the effectiveness of data literacy efforts across PM;
• Develop and promote the adoption of documentation templates for tech infrastructure knowledge management

Required Experience:
• At least five (5) years of total consulting or relevant experience
• 1+ years of experience in working with the Department of State or similar government agency
• 2+ years of experience in organizational design, training, change management and communications strategies.
• 2+ years of writing and communication experience (e.g. marketing newsletters, etc.).
• Evidence of being a PowerPoint “ninja”

Certifications and Education:
• Bachelor’s degree in National Security or otherwise relevant field, Master’s degree preferred
• Top Secret level clearance

Preferred:
• SQL
• Information science/library science training or degree
• 1+ years teaching (at any level) or instructional design
• 1+ years writing data strategies, AI strategies, and/or data governance policies
• Evidence of a strong note-taker
