Senior Plan Analyst (Plan Review/Plumbing) – City of Houston Position Overview Applications accepted from all persons interested. Service Line/Section: Houston Permitting Center/Building Code Enforcement/Plan Review. Reporting Location: 1002 Washington Ave, Floor 3. Workdays & Hours: Monday - Friday, 8:00a – 5:00p. Responsibilities Review, analyze, research, and interpret construction documents to ensure compliance with code ordinances and regulations. Examine and review construction documents to enforce compliance with Plumbing and local ordinance procedures. Ensure construction meets Local and National Building Codes, ordinances, and technical specifications. Approve construction documents for issuance of building permits. Write requirements for plans that do not meet city building codes. Meet with the general public, contractors, technical professionals, and businesses on preliminary plan reviews, permit requirements, and related ordinances and procedures. Research and evaluate commercial and residential plans, specifications, and drawings. Read and review construction documents and plans, including architectural and engineering documents. Enter data into the database to issue building permits. Demonstrate strong communication skills and the ability to interpret and explain City procedures and guidelines. Perform other duties as assigned. Working Conditions Requires long periods of sitting in an office environment. Minimum Requirements Educational Requirements: Related Associate’s degree such as Building Inspection or equivalent. Experience Requirements: Two years of skilled, journey-level experience in building trades, inspection, or plan examining (e.g., Permit Specialist) in the area of analysis performed. Substitution: Four years of skilled, journey-level experience in building trades, inspection, or plan examining may substitute the above education and experience. A bachelor’s degree in Construction Management, Building Inspection, Architecture, Engineering, or related discipline may also substitute the above requirements. License Requirements May require a valid Texas driver’s license and compliance with the City of Houston’s driving policy. Preferences Knowledge of the current Plumbing Code and its application to reviewing Plumbing Plans/Drawings. Four years of skilled Journeyman or Master Plumber experience in the Plumbing trade. Possession of a Master or Journeyman’s Plumbing License. Employment within 11 months: TSBPE Inspection License, ICC Plumbing Plans Examiner. Preference given to eligible veteran applicants per Executive Order 1‑6. Salary and Benefits Pay Grade: 18. Salary and incentives may be adjusted based on qualifications and comparable employee rates. Salary increases occur at 24 months (4.4%) and 36 months (2.0%). Additional incentives include up to $3,000 for 24 months employment, $1,000 relocation incentive, and up to $3,900 annual incentive for certifications acquired after 6 months.
