Consultant (7 months, home‑based, remotely) Policy‑Writing (Anti‑fraud, Cybersecurity and AML) Duty Station: Geneva, Switzerland Contract type: Consultant (7 months) Organisation: UNICEF Private Fundraising and Partnerships Division (PFP) Purpose of the Assignment Support the PFP Governance Team in developing and updating nonprofit governance guidance, with a focus on anti‑fraud and anti‑money laundering frameworks. Conduct research and stakeholder consultations as required. Scope of Work Under the supervision of the Chief Governance and a National Committee & Governance Specialist, the consultant will: Review, research and update existing guidance on non‑profit governance related to anti‑fraud, AML, internal controls, risk management, and audit processes. Draft an Anti‑Fraud framework and policy, including procedures for prevention, detection and response, responsibilities, and linkage to risk management. Draft an Anti‑Money Laundering guidance document, annexures and a sample policy covering AML frameworks, counter‑terror financing, sanctions and regulations. Consult with relevant stakeholders and incorporate their feedback. Contribute to technical advisory and training resources on nonprofit governance as needed. Align language and format of all relevant control‑environment documents (information notes, templates, sample policies). Prepare references and materials lists used in research. UNICEF reserves the right to withhold all or part of payment if performance is unsatisfactory or deadlines are missed. All materials developed remain the copyright of UNICEF. Qualifications Education: Advanced university degree (Master’s or higher) in Finance, Risk, Audit, Law, Business Administration, Public Administration, Policy, or related nonprofit governance fields; alternatively, a bachelor’s degree plus two additional years of relevant experience. Experience: Minimum 5 years in policy or guidance development, including research and writing; experience in nonprofit governance and internal control frameworks (anti‑fraud, AML). Language: Fluency in English (written and spoken); knowledge of an additional UN language desirable. Proven policy‑writing expertise and proficiency with MS Office (Excel, PowerPoint, Word). Strong research, organisational and analytical skills; ability to work independently and consultatively with stakeholders. Familiarity with UNICEF and National Committees is an asset.
