IMMEDIATE SUPERVISOR: Executive Director Transportation

FLSA STATUS: Exempt

EMPLOYMENT TERM: 261 days annually

SALARY: Pay Grade H3

EVALUATION: Performance in this position will be evaluated annually by the immediate supervisor.

JOB SUMMARY: To plan, initiate, and supervise the most efficient, economical, time-saving, and safest student transportation system for the division area by maintaining accurate records, evaluation of both employees and equipment, and working with parents and school personnel in solving problems; thus insuring an adequate safe environment for student transportation. Assist in selecting school bus operators, school bus aides and maintenance personnel as needed. Responsible for routine and scheduling of school buses, operate a bus when needed, relay instructions to transportation staff, plan emergency routing of buses and promote good relationship with parents, public, bus operators and other employees.

PERFORMANCE RESPONSIBILITIES: Additional duties may be assigned.

DUTIES:
  • Recruits, selects and trains substitute transportation personnel.
  • Responsible for fingerprinting of new applicants and schedules all employees for required physicals.
  • Collects bus operators and bus monitor aide applications that are e-mailed and send out appropriate references.
  • Plans and executes ten (10) days of class training for new applicants (including 2 days behind the wheel training. (3 or 4 classes each year).
  • Plans and executes training for the Transportation Supervisors and the School Bus Supervisor applicants.
  • Plans and executes staff development training, and record keeping for annual re-certification of transportation employees.
  • Serves as a member of the Accident/Collision Review Team for the Transportation Department.
  • Reviews school bus videos and/or hard drives dealing with bus accidents and injuries.
  • Serves as a member of the county Pupil Transportation Department and Crede Facility Work Site Safety Teams.
  • Facilitator of KCS Pupil Transportation Driver Training and Re-training programs.
  • Supervises the KCS Driver Trainers and re-certification of each trainer annually.
  • Conducts a Department of Motor Vehicles driving history on all employees that have a CDL license.
  • Facilitator of KCS Bus Safety Road-e-o.
  • Investigation of bus stop locations, route extensions, school bus loading and unloading zones, and /or safety issues.
  • Teaches defensive driving course for school bus operators as needed.
  • Maintains records concerning employee uniforms and collect uniforms from former employees.
  • Maintains a training library and reviews new training material for purchasing recommendations.
  • Responsible for the Transportation employees Plan of Improvement based upon the Fleet Safety Program and/or Student Behavior Management concerns.
  • Plans, initiates and supervises the safest and most efficient, economical, time saving student transportation system for the students of Kanawha County.
  • Bus driving duties when necessary.
  • Acts as a resource person for problems dealing with pupil transportation for parent, driver, and school personnel.
  • Recommends transportation needs to the Administrative Assistant for Pupil Transportation.
  • Handles necessary telephone calls with employees and the public.
  • Represents the Administrative Assistant or Transportation Office as requested.
  • Requests needed repairs of the roads and bridges to the appropriate division of the Department of Highways.
  • Works with parents and school personnel in solving discipline problems and other concerns.
  • Changes bus schedules to meet emergency situations.
  • Ensures the efficient operation and safety of the students, through proper training, evaluation and checking of both the personnel and equipment.
  • Keeps current statistics necessary for reference.
  • Works with principals in developing safety procedures and dealing with discipline problems while on school buses.
  • Assists in employee and public relations and accident investigation by going to the scene of the accident. (Taking pictures, etc.)
  • Meets regularly with Administrative Assistant and other supervisors in the Pupil Transportation Office.
  • Follows the established personnel evaluation procedures in evaluating bus driver and monitor aide performance.
  • Utilizes self-appraisal for the improvement of administrative skills.
  • Demonstrates unbiased attitudes in fulfilling administrative responsibilities.
  • Maintains regular attendance.
  • Maintains a neat and orderly work area.
  • Complies with KCS Policies.
  • Complete necessary training and in-service as required by KCS.
  • Attends in-services and workshops as directed.
  • Follows all safety rules and regulations and uses prescribed personal protective equipment.
  • Maintains confidentiality.
  • Continuously improves processes.

QUALIFICATIONS: A high school diploma or equivalent is required. Also, a valid school bus operator certification including commercial driver's license, with a minimum of five (5) years of school bus operators experience working in the transportation department of a county board. Must have knowledge of the ability to plan and route Pupil Transportation Services safely, effectively and efficiently. Strong supervisory and communication skills as well as knowledge in the maintenance of school buses required. Previous supervisory experience preferred.
