JOB TITLE: Director, Workforce Development

REPORTS TO: President & Chief Executive Officer

LOCATION: 512 South 11th Street or 100 North 11th Street

Description of Basic Responsibilities:

The Director of Workforce Development is responsible for leading and managing the organization's workforce programs, collaborating with local businesses, and ensuring program sustainability through strategic planning and grantsmanship. This role requires establishing and nurturing solid relationships with industry stakeholders, securing grant funding, and managing the Urban League’s Empowerment Center. The Director is tasked with developing and executing a workforce strategy that aligns with our mission while effectively managing the financial aspects of departmental programs. Additionally, the Director will partner with community organizations to generate job opportunities and represent SUL at industry events, addressing the specific needs of job seekers in Springfield, Illinois.

Essential Duties and Responsibilities:

• Develop and Implement Workforce Programs:

o Research best practices in workforce development, tailoring programs to meet the unique needs of the Springfield community, such as access to reliable transportation, affordable childcare, and digital literacy.

o Develop and implement programs that address critical job seeker needs, including skills training, job placement services, and career counseling.

o Collaborate with other organizations and stakeholders to build partnerships, enhancing program effectiveness and ensuring a pipeline of opportunities for job seekers, including networking events and support for re-entering the workforce.

o Demonstrate cultural competency, diversity, equity, and inclusive workforce practices, ensuring programs are accessible to all community members.

• Train, Support, and Supervise Staff, Volunteers, and Community Members:

o Develop and deliver workforce training programs for staff, volunteers, and community members, focusing on the specific barriers job seekers face in Springfield, such as affordable housing and access to technology.

o Provide ongoing support to ensure programs are implemented effectively and meet the community's needs.

• Oversee the Financial Opportunity Center:

o Oversee all FOC services, ensuring alignment with the Center's mission and goals and addressing critical needs like financial counseling, job placement, and income support.

o Develop and implement strategic plans to maximize the Center's impact and effectiveness, particularly in providing support for job seekers requiring mental health and well-being resources.

o Hire, train, and supervise a team of financial coaches, employment specialists, and other staff, fostering a supportive and inclusive work environment.

• Manage Program Budgets, Data, and Resources:

o Develop and manage program budgets, ensuring effective use of resources to meet the needs of job seekers, such as affordable childcare and transportation assistance.

o Manage program resources, including staff, volunteers, and supplies, while preparing regular reports demonstrating program impact and effectiveness.

o Identify and pursue funding opportunities, including grants and donations, to support the Center's operations, especially in areas critical to job seekers like skills training and technology access.

• Monitoring & Evaluation:

o Monitor and evaluate program performance using data-driven approaches, ensuring all Empowerment Center operations comply with relevant regulations, industry standards, and organizational policies.

o Prepare reports detailing activities, outcomes, and impact, focusing on addressing the top needs of job seekers in the community.


• Engage with Stakeholders and Promote Community Participation:

o Engage with stakeholders and other organizations to promote wealth and economic empowerment, developing strategies to increase pipelines to employment for all levels of job seekers, including those requiring support for re-entering the workforce.


Minimum Qualifications:

• Bachelor’s degree required, master's preferred, preferably in business discipline or human resources plus 7 years of experience in a similar role.

• Minimum 5 years of management experience.

• A thought leader in the area of Workforce Development with a deep understanding of the specific needs of job seekers in Springfield, Illinois.

• Experience in job placement for all employment levels, with knowledge of area employers and workforce agencies.

• Proven experience in program development, management, and evaluation.
