SUMMARY:

BioMarin is hiring for an Associate Director, Government Affairs to manage state advocacy efforts in Eastern states. This position will be responsible for developing strategy and implementing the company's state government affairs agenda in Eastern States. The candidate will be an integral part of a team that is responsible for ensuring a cohesive, effective government affairs strategy.

RESPONSIBILITIES:
  1. Represent BioMarin before state legislatures and state agencies.
  2. Provide legislative direction and analysis to qualify and quantify the effects of state government legislation and initiatives on BioMarin's business.
  3. Prepare monthly state legislative reports for internal distribution.
  4. Identify threats and opportunities with respect to state political or policy and legislative changes and provide strategic guidance to address.
  5. Engage with state legislators, administration staff, and regulators to educate on the importance of biopharmaceutical innovation and pursue advocacy efforts to optimize patient access and BioMarin's business objectives.
  6. Advocate for equitable access to portfolio in Medicaid.
  7. Work with aligned groups to advance state legislative and regulatory initiatives.
  8. Collaborate with other functional areas, including Patient Advocacy, Regulatory, Medical Affairs, Commercial, and Clinical Operations.
  9. Assist with other duties as assigned, including management of state association participation and representation at key events.
  10. Direct contract political affairs firms in key states.
  11. Manage and adhere to corporate policies and practices.
  12. Manage compliance of state laws for lobbyist registration and reporting.
  13. Assist with management of internal Government Affairs Committee activities.
  14. Ability to communicate and frame issues in a bipartisan fashion.
  15. Manage BioMarin Political Action Committee as applied.
EXPERIENCE:
  1. 6-8 years of experience in political, government, and/or related healthcare business environments in positions of increasing responsibility.
  2. Legislative or state legislative work experience is a plus.
  3. Significant knowledge of the state legislative and regulatory systems.
  4. Thorough understanding of state budgeting processes.
  5. Demonstrated understanding of Medicaid system and pharmaceutical policy.
  6. Excellent interpersonal skills with proven ability to develop and maintain strong working relationships.
  7. Strong project-driven organizational skills along with excellent written and verbal communication skills.
  8. Demonstrated outstanding strategic planning and communication skills.
  9. A high level of energy and passion toward patients, science, and public health.
  10. Proven teamwork and collaboration skills.
  11. Detail-oriented, self-initiating, well-organized, and capable of managing multiple projects simultaneously.
  12. Demonstrated ability to think outside the box and develop innovative solutions.
  13. A desire to work in a fast-paced corporate culture of a highly innovative company.
  14. Willingness and ability to travel throughout the US, 40-60% of the time, including evenings, based in D.C. office.
TRAVEL: 40-60%EDUCATION:

Bachelor's degree and/or professional degrees in law, public policy, political science, public health, project management, or related field.

In the U.S., the salary range for this position is $160,000 to $240,000 per year, which factors in various geographic regions. The base pay offered will take into account internal equity and may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience. A discretionary bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.
