Overview Department of Revenue (DOR) is looking for a trusted financial professional dedicated to ensuring financial accountability and oversight, and to assisting the Chief Financial Officer (CFO) in advancing the agency’s mission. The Deputy Chief Financial Officer will lead the day-to-day operations of financial reporting, accounting, and distributions to over 60 state fund accounts, as well as local and tribal governments. This position employs advanced financial management principles to impact the agency by supporting the CFO in leading financial accountability. DUTIES OF THIS POSITION INCLUDE Leads the agency\'s financial accounting to provide a transparent roadmap for agency funds, including financial risk management, data analytics, internal controls, and accurate financial reporting. Ensures accurate and timely communication of financial results to support the agency\'s mission, including revenues and receivables totaling more than $41 billion. Anticipates and identifies financial problems, creates solutions, informs critical independent and strategic financial decisions, and develops financial contingency plans. Analyzes problems, identifies solutions, projects consequences, and implements actions to support agency and program goals. Participates in inter-agency work groups to develop policy by evaluating and recommending fiscal aspects of program changes. Presents financial information to staff, Executive Team, State Treasurer’s Office, Office of Financial Management, and State Auditor’s Office. Evaluates and makes recommendations regarding the fiscal aspects of program changes. Accounts for and verifies state fund distributions and processes associated correspondence to the appropriate state fund entity. Conducts analyses of trend revenue reports for the Economic Forecast Council to inform Washington State quarterly forecasting; communicates complex data to external stakeholders as needed and understands fund flows from multiple revenue sources. Administrates and oversees all agency financial analysis, reporting, and reconciliations; leads internal control validation and serves as a key contact for external annual audit reviews. Leads the financial process and team impacting all employee reimbursements, payroll, leave, and benefits for 1464 employees. Recommends and helps ensure compliance with financial policies and procedures under state and federal laws, coordinating with agency management to follow correct accounting principles, report revenue accurately, and manage risk. Utilizes expertise in audit requirements, cash handling, internal controls, financial reporting, and data analytics to maintain a strong financial position for the agency. Ensures PCI and cash handling policy compliance; understands audit processes conducted by external entities outside the State Auditor\'s Office. Conducts an annual financial risk assessment and tests internal controls to ensure effective management of financial risks. Supports the One Washington Project and the replacement of the State\'s core financial system; ensures processes are evaluated and adjusted prior to implementation of the new statewide system. Supervises two WMS Band 2 level managers in Treasury Management and Accounting. Required qualifications Three years of management experience in financial operations or related management experience. Expert knowledge of advanced financial principles, GAAP, GAAS, federal and state laws, and rules governing compensation and pay (e.g., FLSA and the State Budget and Accounting Act). Exceptional ability to present complex financial information to diverse audiences, including executives and legislators. Advanced level knowledge and ability to apply accounting theory. Experience managing a workforce within a collective bargaining framework and financial practices in unionized environments. Demonstrated experience in financial decision making and implementing accounting standards, policies, guidelines, and regulatory requirements. Knowledge and ability to work within labor union collective bargaining agreements and civil service rules. Management skills in organizational management, process improvements, staff development, communication, and team building. Ability to plan, direct, implement, monitor, and evaluate financial services components. Ability to direct, inspire, and motivate staff and manage the department\'s financial services. Experience consulting with executive management on financial decisions, solutions, and policies. Knowledge of accounting, business, finance, financial data analytics, and relevant laws, regulations, and policies. Management skills to lead, support, motivate, mentor, and train financial staff. Ability to ensure compliance with agency financial policies and procedures and knowledge of risk management and risk finance. Adaptability and flexibility to solve problems, consider different perspectives, and adapt to changing needs and responsibilities. Trust and integrity, objective professional judgment, and the ability to earn trust and maintain professionalism. Ability to build cooperative relationships and collaborate across teams. Critical thinking and judgment in decision-making with both short- and long-term implications for the agency. Preferred/Desired Education, Experience, and Competencies WA Certified Public Accountant and/or a Master of Business Management, Accounting, or similar field.
