As the Chief Operating Officer, you play a key role in serving as advisor and confidant to the CEO. The incumbent must be an innovative leader with strong management skills and have an understanding of affordable housing industry and the Agency’s mission. Oversees and manages the flow and exchange of information, streamlines interaction with immediate CEO office staff, senior vice presidents, vice presidents, and directors, and drives initiatives on behalf of the CEO, interacts with the Agency’s Board of Commissioners; the U.S. Department of Housing and Urban Development officials; state of Texas and National Legislatures; Agency residents and partners; community advocacy groups; and local governmental offices. The incumbent contributes to the vision, mission and values of the Agency and guides programs, projects and procedures which are critical to the accomplishment of the Agency’s mission. The incumbent in this position serves at the pleasure of the Chief Executive Officer (CEO) and must be on call for all matters relating to the Agency. Ensures CEO is prepared and in possession of materials and information required for meetings, conferences and other scheduled events. Monitors goals and priorities; recommends and, advocates new changes or modifications to existing policies and procedures. Consults with senior vice presidents, vice presidents and directors to identify problems, develop improvements, delegate assignments and maintain quality standards. Establishes and nurtures highly effective relationships with employees, clients and stakeholders that support and advance business goals and objectives. Works to remove barriers that hamper inter- and intra-departmental communications. Advises the CEO on local, state, and federal issues that affect the Agency. Communicate with the Board of Commissioners. Drives the strategies and operational plans for external affairs including business and community relationships; government and legislative affairs; and public relations and communications. Monitors major projects, to ensure performance milestones and implementation timelines are met. Reviews and evaluates organizational effectiveness, goal determination and strategic planning, and makes written recommendations for improvement. Communicates with news and other media, responds to media questions in an appropriate public relations manner. Exhibits personal and professional integrity at all times, consistent with the organization’s vision, mission and values. Manages organization’s performance and productivity to ensure conformance to standards established by President/CEO. Interprets laws and regulations; assures DHA activities are in compliance with all laws, policies, regulations, and the President/CEO’s strategic directions; enforces all aspects of confidentiality of client information according to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended. Enthusiastically promotes the President/CEO’s priorities for the operations of DHA. Performs other duties as assigned or required. Knowledge and Skills for Success Has k nowledge of DHA organization, operations, policies, and procedures Knowledge of applicable state and Federal statutes, rules, codes, and regulations Knowledge of principals, and practices of legal, ethical and professional rules of conduct. Skill in assessing organizational needs such as staffing, training, and security. Skill in applying the principles, methods and techniques of management and leadership Skill in developing and implementing long-range fiscal and operational plans Skill inestablishing objectives and specifying the strategies and actions to achieve these objectives Ability to weigh the relative costs and benefits of a potential action Ability to find a balance among different constituent priorities and agendas Ability to integrate and coordinate diversified activities in an important organizational area. Ability to direct, coordinate and review the work of a professional staff in carrying out extensive work activities throughout all units of the Authority in a manner to gain full support and cooperation. Skill in effective communication, both verbal and written. Skill in interacting with people of different social, economic, and ethnic backgrounds Qualifications Bachelor’s degree in communications, Public or Business Administration or related field is required; MBA or MPA degree preferred. Substantial management and leadership experience in communications, public relations, governmental affairs, planning or a related area of responsibility typically gained through 10 or more years of progressively responsible assignments relating to the overall operations of a housing authority 10 years of increasingly significant experience in developing concepts and programs for housing development and operations, preparing applications and planning proposals, scheduling work, programming, budgeting and evaluating performance and results How to Apply Applications must be submitted online by using the Apply button at the top of this page.
