Director of Business Development - Federal CivilianWe’re seeking a strategic leader to establish and promote trusted relationships with Tria’s Federal Civilian customers, develop and prosecute a pipeline, and lead customer engagement strategy to win major opportunities while achieving revenue and profit goals.OverviewTria Federal delivers digital services and technology solutions that support the health and safety of veterans, service members and civilians. The Director of Business Development is responsible for identifying, assessing, and assisting in the capture and closure of Federal Civilian opportunities; promoting the full range of corporate capabilities; and optimizing external and internal collaborations. You will develop an account plan for the Federal Civilian market and lead Tria’s customer engagement strategy, identifying and cultivating new opportunities and contributing to win strategies for strategic captures. You will analyze market needs, monitor competitor activities, and work with capture managers, solutions professionals, and analysts to build and close a robust opportunity pipeline aligned to revenue and profit goals.ResponsibilitiesDefine and execute the Federal Civilian business development strategy aligned with corporate growth objectives.Translate strategic plans into tactical plans and lead execution.Lead analysis of Federal Civilian market trends, customer budgets, and competitive positioning to identify high-value pursuits.Translate corporate capabilities into targeted market positioning and differentiated value propositions.Provide guidance on strategy-to-action plans and drive growth milestones.Act as a customer advocate by identifying mission needs and representing the customer perspective.Establish and sustain senior-level relationships with government customers, primes, and subcontractors.Represent the company at industry forums, conferences, and associations to expand brand visibility.Create and prosecute a pipeline supporting financial goals of the business unit.Shape customer call plans to influence procurements and position the company as a trusted partner.Oversee and manage the opportunity pipeline in CRM tools with accuracy and alignment to growth strategy.Drive qualification reviews and go/no-go decisions based on opportunity fit, competitiveness, and ROI.Ensure measurable progress across pursuits with a focus on increasing win probability.Contribute to capture strategy development, including win themes, competitive assessments, solution development, and teaming strategies.Direct teaming negotiations and build partnerships that strengthen the company’s offerings.Oversee development of customer-facing materials such as white papers, capability briefings, and executive presentations.Conduct market research analyzing customer preferences, competitive positioning, and incumbent strengths and weaknesses.Partner with proposal, pricing, and technical teams to ensure compliance, competitiveness, and compelling value delivery.Provide executive reviews and approvals of key proposals, ensuring alignment with strategy and customer needs.Drive pre-RFP positioning and shape customer requirements to enhance competitiveness.Foster a collaborative culture across capture, proposal, technical, and delivery teams to advance growth objectives.Mentor and develop junior business development and capture staff to build organizational depth.Provide regular executive-level reporting on pipeline health, pursuit status, and business development metrics.QualificationsDemonstrable track record of winning pursuits with Federal Civilian agencies.10+ years of progressive experience in federal business development, capture, or related roles, with success in large contracts.Subject matter expert in Federal Civilian and related communities.Deep knowledge of federal procurement practices, FAR/DFAR regulations, and major contracting vehicles (e.g., GWACs, IDIQs, GSA Schedules).Established network of relationships with senior federal decision-makers and industry partners.Ability to quickly gain and build new relevant relationships and leverage an existing client network to advance the pipeline.Hands-on leadership, willing to own all aspects of the BD lifecycle.Experience collaborating with other organizational functions.Executive presence and articulate communication.Proven ability to influence change at different levels of the organization.Proficiency in USASpending, Acquisition.gov, GovWin, SAM.gov, Salesforce (or similar CRM tools), and federal market research platforms.Why TriaWhat defines the Tria brand is our team of dedicated, talented, and passionate people.
